Resolution No 3191 amending the
Community Development - Rate Table C
establishing fines and penalties for failure to
register and maintain abandoned properties
SUMMARY:
The city has numerous vacant properties, many of which are at of some stage of foreclosure These
properties often have an adverse impact on the livability of Bremerton's neighborhoods It has been
shown that vacant abandoned properties lead to increased crime rates, and have a deleterious
impact on adjacent properties The City Council has made it a priority to adopt regulations that aid in
reducing the impact of these vacant abandoned properties, and to this end staff has developed an
ordinance that addresses abandoned properties
The proposed ordinance requires the following
• Abandoned properties (a property that is not legally occupied, and subject to foreclosure or in
foreclosure status) must be registered with the City,
• Registration must identify a local (Kitsap County) property manager who can resolve issues
on the site,
• Property manager must conduct monthly inspections to ensure code compliance, and
• Property manager's name and 24 -hour contact information must be posted on the site
ATTACHMENTS:
1) Proposed Ordinance establishing an "Abandoned Property Registration and Maintenance "
2) Proposed Resolution establishing fines and penalties for failure to register, inspect, maintain,
or secure an abandoned property
FISCAL IMPACTS (Include Budgeted Amount) The ordinance is scheduled to take effect on August
1, 2013 The ordinance allows registration free of charge, and the proposed resolution establishes
fines and penalties for non - compliance with the code It is expected that the registration process for
abandoned properties will be completed online, and will therefore have minimal impact on staffing It
is unknown how many fines and penalties will be levied for non - compliance with the ordinance
However, those revenues that are generated can be used to support the code enforcement
abatement fund
