RE: Sign at 700 Lebo Blvd.
Dear Randy:
On 3/19/91, I was scheduled to perform a footing inspection for the
sign to - be installed at 700 Lebo Blvd. for Roger Coyle. Upon
arrival, I noted the sign had been completed without the required
footing inspection. Section 305 (d) of the 1988 Uniform Building
,Code states: "Work shall not be done beyond the point indicated in
each successive inspection without first obtaining the approval of
the building official. The building official, upon notification,
shall either indicate that portion of the construftion is
satisfactory as completed or shall notify the permit holder or his
agent wherein the same fails to comply with this code. Any
portions which do not comply shall be corrected and such portion
shall not be covered or concealed until authorized by the building
official. There shall be a final inspection and approval of all
buildings and structures when completed and ready for occupancy and
use."
The footing had been poured and concealed when our office was first
contacted to inspect the structure. Hence, it is not possible to
determine whether or not the sign complies with the conditions
depicted on the approved set of plans. The sign cannot be approved
without the footing /foundation inspection that was a condition of
your building permit.

The Uniform Building Code requires that signs meet the requirements
listed in Chapter 23 for resistance to wind and seismic forces.
In reviewing your method of attachment it would appear to be
adequate. However, we are not empowered to make authorization for
these requirements.
Two options exist for this permit to be issued.

Have a registered professional engineer review your drawings
for meeting the above mentioned requirements and affix his
stamp so stating,
or
Option 2:
Agree to indemnify the City against any and all litigation
that may arise from any damage to personal property or
personal injury to any individual due to failure of the sign
and or its method of attachment.
