SUMMARY. The Sewer Conservation Loan Program is modeled after the City of Tacoma's The
program is structured to assist residential home owners in the City's utility service area that have a
failing septic system and are required by the Health District to connect to the City's sewer system but
cannot afford to install the sewer laterals and pay the General Facility Charge (GFC) This program
would allow the property owner to pay the GFC by making monthly payments over a period of time
but not to exceed five years The loan would be structured as a simple promissory note and secured
by a deed of trust The loan amount would not exceed $5,000 00

FISCAL IMPACTS (Include Budgeted Amount) The amount of available funds shall be at the
discretion of the City Council and shall be determined periodically by City Council All funds used for
loan purposes shall be derived from operating revenues from the sale of sewer services
