SUMMARY: This is a professional services contract between the City of Bremerton and Paladin Data
Systems to upgrade the City's permitting system The current version of this system, utilized by both
Community Development and Engineering, was purchased from Paladin Data Systems and has been
in use since 2006 In order to stay on the current software release, significant changes and upgrades
would be necessary because Oracle will no longer be supporting the Database Management System
upon which our permitting system version is based The next release of this system is called
SMARTGov Community Software and is a remote hosted service which does not require the City to
provide server equipment SMARTGov includes Permitting, Planning, Code Enforcement,
Cashiering, Integrated GIS w /satellite imagery and road map base layers This newer version of the
software would allow staff to overlay parcel maps with zoning, critical area and council district
information, which is not currently available, and would be a useful tool for project review and
approval

FISCAL IMPACTS (Include Budgeted Amount) The total anticipated cost of this project is
$46,262 43 and is included in the Information Technology 2013 budget Paladin Data Systems
requires annual subscription fees for use of their software, and we include these fees in our annual
budget This fee is scheduled to increase in subsequent years and will be budgeted accordingly (for
2014 this fee will be $19, 21134 (includes tax), and for 2015 it will be $25 618 74 (includes tax))

RECOMMENDED MOTION: Move to accept the Paladin Data Systems Sales Order and Statement of
work to upgrade the permitting system to SMARTGov Community Software in the amount of
$46,262 43 and authorize the Mayor to finalize and execute the SMARTGov Community SaaS
Agreement and the Statement of Work with substantially the same terms and conditions as presented
