SUMMARY: Tonight's public hearing is to take comments on the proposed revenue sources,
including property and EMS taxes, for the 2013 budget year Revenue sources are outlined in the
2013 Proposed Budget document' Property and EMS taxes are adopted separately by ordinance
The City's property taxes are levied on an annual basis through passage of an ordinance Per
referendum 47 (passed in November 1997) and Initiative 747, City's with a population over 10,000
are limited in how much they can increase property taxes to either 1 % or the IPD, whichever is lower
This year, the July over July IPD is 1295%
The attached ordinance recommends increasing both the general property tax levy and the EMS levy
the full 1% as allowed bylaw However, the EMS levy is also subject to the $0 50 per $1,000 of
assessed value cap, which limits our EMS collections for 2013 The attached ordinance also
reauthorizes the tax collection to pay the debt service associated with the voter approved Public
Safety bond
ATTACHMENTS: 2013 Tax Year Levy Limit Calculations (from Kitsap County Assessors office)
Ordinance No 5117 establishing the amount to be collected in 2013 by taxation on the assessed
