CITY COUNCIL BUDGET WORKSHOP MINUTES NOV D 7 7011

The Budget Workshop of the City Council of the City of Bremerton was called to order in the
Council Conference Room, Room 603 of the NORM DICKS GOVERNMENT CENTER located at 345 6th
Street, Bremerton, Washington, Monday, October 22, 2011, at 4 00 PM, with Council President Jim
McDonald presiding Council members present were Nick Wofford, Carol Arends, Faye Flemister,
Greg Wheeler, Roy Runyon, Adam Brockus, and Leslie Daugs Council Member Eric Younger was
absent Legislative Assistant Lori Smith was present to provide staff support to the Council
President McDonald announced that the 2013 Budget Workshop was for the Council to hear
presentations and ask questions on the proposed budget It was further announced that this
Budget Workshop was open to the public, but there would be no opportunities for input or
participation, that no action will be taken, and the content of these items is subject to change
Becky Hasart Financial Services Director, discussed the 2013 Budget Process, and presented a
City -wide Revenue & Expenditure Overview, and Fund & Department Budgets including
1) Mayor,
2) City Council (including Lodging Tax),
3) City Attorney (including Risk Management),
4) Community Development (including Building & Planning, Abatement, CDBG, and 1%
for the Arts),
5) Municipal Court (including Trial Improvements),
6) Auditor,
7) Financial Services (including Finance, City Clerk, Human Resources, Police & Fire
Pension, Non - Departmental & Contingency Reserve, BKAT, Parking, Conference
Center, Debt Service Funds, General Government Capital Improvement (BEET),
Accumulated Leave & Unemployment Security, and Information Technology), and
8) Law Enforcement (including Police Special Projects)
Council Member Roy Runyon left the meeting at 5 00 PM to attend the Kitsap Public Facilities
District Board of Directors Meeting
Council recessed from 4 50 to 5 20 PM
With no further business, President McDonald adjourned the Budget Workshop at approximately
6 40 PM
