CONTRACT MODIFICATION No. 1 2
#4489
CITY OF BREMERTON
CONTRACT MODIFICATION NO. 1
FOR
FLOW CONTROL AND SEISMIC VALVE PROJECT
EXHIBIT A — SCOPE OF WORK
INTRODUCTION
The City completed the Warren Avenue Bridge Water Main Replacement portion of the project
in May 2014. The project will hereinafter be referred to as the Flow Control and Seismic Valve
project. The City desires to modify the original contract by: 1) incorporating addendum items
(Addendum Nos. 1 — 4) prepared for the Flow Control and Seismic Valve Project bidding phase
into the existing May 2014 contract documents, 2) conducting a brief seismic evaluation based
on updated conditions described in Dames & Moore Water System Earthquake Vulnerability
Assessment Report to determine if the use of seismic control valves are still recommended, 3)
revising the original design of the current Flow Control and Seismic Valve project contract
documents (prepared in May 2014 by MWH) based on recommendations presented in the MWH
seismic review technical memorandum, 4) providing additional bid assistance to re-bid the Flow
Control and Seismic Valve Project, and 5) providing other miscellaneous changes to the contract
work within some of the various existing contract tasks as described further below.
The remaining portion of Exhibit A describes the scope modifications. The revised schedule is
included in Exhibit B. The revised budget is included in Exhibit C.
I. Project Management, Meetings, and Quality Assurance/Quality Control
Task 1. Project Management
Provide additional monthly project management activities for 3 months for the additional design
work as described herein (i.e. management of team, monitoring of scope and budget, and
monthly status report and invoices) involving redesign of the Flow Control and Seismic Valve
project.
II. Design and Project Permitting
Task 10. Final Design
Prepare additional final design activities as follows:
A. Seismic Evaluation Technical Memorandum. Review the City's existing 1997 Dames &
Moore Water System Earthquake Vulnerability Assessment Report pertaining to the "site
MWH Page 1 CONTRACT MODIFICATION NO.1
10/9N4 FLOW CONTROL AND SEISMIC VALVE PROJECT
EXHIBIT A—SCOPE OF WORK
specific pipeline evaluations" and recommended guidelines for providing adequate seismic
performance relative to the three pipeline crossings of the Port Washington Narrows.
MWH will review the initial guidelines using a qualitative type analysis based on changed
conditions within the City of Bremerton water system (since 1997), and provide updated
recommendations relative to whether the City needs automatic seismic control valves at the
three pipeline crossings or not. This evaluation will not be based on a rigorous seismic risk
analysis but will be based on the application of good engineering judgment based on the
current and planned conditions in the system. MWH will prepare a draft Technical
Memorandum (up to 5 pages) for City review (after MWH internal checking) and
incorporate City comments prior to submitting a final document. The City will make the
ultimate decision relative to their level of risk tolerance and the need for seismic isolation
valve control functions at the three crossings.
B. Incorporate Addenda 1 Thru 4. Incorporate changes made in addenda 1 through 4 of the
Flow Control and Seismic Valv.e Project into the existing drawings and specifications. For
the specification changes, MWH will provide the MS Word files to the City, the City will
incorporate the addendum items in tracked changes, and MWH will review the tracked
changes.
C. Delete Current Seismic Valve Design from Contract Documents. The current project
design includes seismic controller activation of flow control valves located at Snyder
Avenue, Warren Avenue Bridge and Manette Bridge project sites. Since the updated
recommendations for seismic control at the three crossings will only be known after the
seismic evaluation is prepared, MWH plans to provide the following additional redesign
scope of work activities, assuming that the City decides to remove the automatic seismic
control valve functions at the three sites:
1) Delete seismic control features/equipment on the Cla-Val flow control valve at
each of the three project sites. This involves revising the following: bid
schedule; Sections 012900, 134863 (deleted), and Division 26 specification
sections; and Drawings M-1&2, E-1.
2) Revise other current Contract Documents, as follows:
i. Incorporate battery backup to allow closure of control valves remotely (by
SCADA) during a power outage.
ii. Include additional flow control features to augment control valve setting
as follows: 1) high flow/low pressure alarm to signal closure of valves at
crossings, and 2) seismic isolation signal from Reservoir # 19 to close
flow control valves at crossings. MWH will provide recommendations
regarding this new control strategy in the Seismic Evaluation TM
described above, and the City will address these control changes in their
reference drawings updates described in paragraph 3 below.
iii. Note: If the current seismic control design is to remain in the contract
documents for one or more of the pipeline crossings, then seismic control
equipment manufactured by Flo-Loc will be added to Section 134863 as
an "or equal".
MWH Page 2 CONTRACT MODIFICATION NO.7
10/9h4 FLOW CONTROL AND SEISMIC VALVE PROJECT
EXHIBIT A-SCOPE OF WORK
iv. Note: Possible prepurchase of control cabinets and/or seismic controllers
would only be considered by the City if seismic control is included in the
redesign package. Therefore this work is not included in this amendment.
3) Revise RTU and Integration Design. It is understood that the Construction
Contractor will supply the RTU and outer enclosure (Rhino Cabinet) utilizing
City supplied RTU schematics (updated by the City to remove the seismic
controllers and incorporate other SCADA control changes) to be included as
reference drawings in the specifications. MWH will review the City revised
reference drawings and will provide review comments to be incorporated by the
City. It is assumed that the Rhino Cabinet will not change from that currently
included in the design documents as a reference drawing. The City will provide
system integration and prograrnming services under separate contract with the
City's system integrator, L2 Systems, LLC.
D. Prepare New Flow Control Vault Package. Revise the previous drawings and
specifications from the Flow Control and Seismic Valve Project to reflect the new design
conditions. This includes updating the project description, and schedule revisions into the
drawings, specifications and specification footers, etc. There will be no other additional
drawings or specifications added.
E. Monthly telephone conference meetings. Prepare for and attend four (4) telephone
conference meetings with the City to discuss the seismic evaluation and redesign work
prior to submitting the bid ready contract documents. Each meeting will include the Project
Manager and Project Engineer and is anticipated to be up to one hour in length.
F. Submittal Review with City. Assemble and deliver a 90% design submittal package for
the Revised Flow Control Valve Package for review by the City after completion of MWH
internal review/checking. Attend a review meeting (by conference call) with City staff
(MWH Project Engineer and Electrical/Controls Engineer) at the 90 percent level of effort.
Review comments received from the City will be included in the subsequent final bid ready
Bidding/Contract Documents for the revised Flow Control Design/Bid package.
G. Final Contract Documents. Assemble and deliver the final Bidding/Contract Documents
including reduced plans and technical specifications suitable for rebidding purposes for the
revised Flow Control Valve package. A single bid package is assumed for this project. A
single full size unbound bid-ready set of the Bidding/Contract Documents (pdf of signed
paper originals of drawings and specifications) will be provided to the City. In addition,
three (3) bound sets of half-size drawings (11"x17") and specifications will be provided to
the City. Also provide the AutoCAD files (.DWG) to the City for use by the Contractor in
preparation of Record Drawings.
H. Engineer's Opinion of Probable Cost. For the revised Flow Control Valve bid package,
the City will utilize the Opinion of Probable Construction Cost estimate previously
developed for the combined bid package at the 90% stage as the basis of their estimate.
MWH will provide the detailed Opinion of Probable Construction Cost estimate (pdf file)
MWH Page 3 CONTRACT MODIFICATION NO.1

EXHIBIT A—SCOPE OF WORK
previously prepared for the 90% design and the City will prepare the revised engineer's
estimate for this bid package. Thus, no additional work will be provided by MWH under
thistask.
1. Project Report. Prepare a Project Report for the Flow Control Vault design package
suitable for submittal to DOH and which will also be used by the City to assist in obtaining
a DWSRF loan. The Project Report will be prepared in accordance with DOH
requirements specified in WAC 246-290-1 10 and 246-290-200 and consist of the following
report elements: 1) project description, 2) planning information, 3) rationale for selecting
the proposed alternative, 4) design criteria, 5) water quality, and 6) operations and
maintenance considerations. There are several project report requirements (listed in WAC
246-290-1 10(4)) that are not applicable to this project and will be excluded from the report
as follows: water quantity/water rights, and legal considerations. It is assumed that the
Project Report will not include current seismic valve design improvements since this
portion of the original project is deleted in Paragraph C above. It is assumed that the City
will prepare and submit the DOH permit application along with the Project Report, design
documents, and other necessary documents and obtain the DOH permit. The report will be
up to five (5) text written pages and include two figures (location map and general plan
layout of the three project sites) MWH will provide a draft report (pdf version) for review
by the City prior to completing the final version.
III. Bidding Assistance
Task 11. Bidding Assistance
Provide limited bidding assistance for the revised Flow Control Vault bid package as described
below. The scope of this Task is limited to the budget established for this task.
A. The City will receive and respond to all bidder questions during bidding.
B. MWH will not attend a prebid conference conducted by the City.
C. During the bidding period the City will prepare up to two addenda to address addenda
items determined necessary to clarify or correct the Contract Documents in response to
questions received from Bidders by telephone and at the prebid conference. MWH will
provide technical support to the City in response to potential addendum items required.
MWH will review and comment'on the two draft addenda prepared by the City.
D. Provide continued Project Management activities described in Task 1 (i.e. management of
team, monitoring of scope and budget, and monthly status report and invoices) for an
additional 1 month period during the Bidding Assistance phase for the Flow Control Vault
package.
IV. Engineering Services During Construction
MWH Page 4 CONTRACT MODIFICATION NO.1
10/9N4 FLOW CONTROL AND SEISMIC VALVE PROJECT
EXHIBIT A—SCOPE OF WORK
Task 12. Engineering Services During Construction
M WH will provide engineering services during construction (ESDC) of the revised Flow Control
Vault bid package based on the existing scope and available budget remaining. However, the
overall scope of the work under this task is modified as follows:
1) It is anticipated that the currently allocated budget for the preparation of record drawings
(36 hours) is sufficient to cover the Warren Avenue Bridge Pipeline only. The City will
have the Construction Contractor prepare Record Drawings for the Flow Control and
Seismic Valve Project package and will review and coordinate. MWH will provide the
final design AutoCAD files for use by the City/Contractor.
2) Provide continued Project Management activities described in Task 1 (i.e. management
of team, monitoring of scope and budget, and monthly status report and invoices) for an
additional 5 month period during the additional Engineering Services During
Construction period for the Flow Control Vault package. The additional PM activities
will be funded from the remaining ESDC budget available. This will reduce the amount
of technica) support that MWH can provide to the City under the remaining budget
available.
At the time of this amendment the remaining budget available in Task 12 through September 12,
2014 was $12, 645.67. An additional budget of$2,597 has been allocated to the ESDC Task 12
work via this amendment, bringing the total budget remaining for Task 12 to approximately
$15,242.67. Exhibit C includes a summary of the planned remaining ESDC activities and the
planned budget allocation under Task 12.
Task 13. Undefined Services
The remaining budget available in the Undefined Services Task ($2,597) is hereby authorized for
use and is allocated and applied to Task 12, Engineering Services During Construction as shown
on Exhibit C.
Services Provided By City of Brernerton
Services to be provided by the City of Bremerton include the following:
1. Provide updated pdf file of RTU Schematic drawings for use as reference documents in
the specifications for the new Flow Control Vault package
2. Provide system integration and programming services under separate contract with the
City's system integrator.
3. The City will respond to bidders questions and based on technical input received from
MWH will draft the addendum items and prepare and distribute the final addendum.

Task 7. Permits
The City will provide all necessary permitting services required for the proJect as needed. This
includes the following• 1) a pla.nning effort by the Crty to review and plan the strategy for
addressing the proect's permitting needs, and 2) preparation, submittal and acquisition of all
permits. Permits may include permrts required by City of Bremerton, WSDOT, Department of
Health, SEPA, etc Consultant will provide no work under this task. City may use existmg
dravvngs provided by Consultant during the preliminary and final design work to support permit
applications as needed.
Task 8. Preliminary Design Memorandum
Develop the preliminary design concept for the replacement of the Warren Avenue Bndge water
main and flow control improvements located at three water main crossings (Warren Avenue
Bridge, Manette Bridge and Snyder Avenue). The work will include the following:
Initial Structural Review Evaluate existing 20" diameter water main structural supports
located on the Warren Avenue Bridge for compliance with the current International
Building Code (IBC) This evaluation covers three different types of structural supports
descnbed on Crty of Bremerton Dwg No A-31; 3050• concrete corbel (fixedlroller
support), steel section bracket (fixedlroller), steel hanger (fixed/roller) This review does
not include review of the structural capacity of the existing bndge girders and/or other
structural bridge elements
2 Basis of Design Review and document the basis of design parameters for the water main
and structural support design proposed for the final design phase. This task mcludes
references to design codes, and identification of deadllive loads, and seismic parameters.
These Basis of Design parameters and loads wnll be conveyed to WSDOT for their
concurrence The City will provide a decision on the pipe diameter required for
replacement of the pipe at the Warren Avenue Bridge, and MWH will rely on this decision
without further mdependent verification.
3 Civil Design Considerations. Civil design considerations deemed important for developing
the final design of both the Warren Avenue Bndge Water Main Replacement and the Flow
Control Improvements will be identified These considerations will be reviewed and a

• Pipe support system movement
• Pipe thrust and seismic restraint
• Seismic displacement and restraint
Flow Control & Seismic Valve Vaults-
• Vault design
• Seismic valve isolation
• Flow control valve
• Meter
• Thrust restraint
• Electrical & telemetry
4. Evaluate Pipe Matenal. Evaluate up to five pipe matenals (Steel, DI, HDPE, fusible PVC
and CIPP) for water main replacement. Evaluation will consist of developing a weighted
matnx companng the pipe material alternatives on up to eight criteria including the
following: constructability, structural integrity, pipe onts, conosion potential, design life
(longevity), future operation and maintenance and installation costs It is assumed that both
the HDPE and CIPP pipe material alternatives would be installed inside the existing 20"
steel water main (casing).
5 Traffic Control Requirements Provide input on traffic control requirements dunng
construction for inclusion in the Preliminary Design Memorandum. Input will include
consderations for closing at least one lane (north bound) dunng construction. Consider
