SUMMARY: The action before the Council is to conduct a public hearing and consider public
testimony on the Planned Action Ordinance for the South Kitsap Industrial Area (SKIA) Subarea
According to SEPA, a "Planned Action" is a designation for a project or elements of a project that
shifts environmental review from the time a permit application is made to an earlier phase in the
process The planned action analysis applies to the entire study area and addresses potential
impacts and mitigating measures for each of the identified alternatives
