In addition, during the note study process there were additional analyses and meetings requested that were not part of the original scope of services. The City has asked that we identify the additional services and the budget that will be required to complete the study. The additional services requested include: • Two (2) Additional Workshops (attendance and materials) • Open House (attendance and materials) • Chamber meeting (attendance and material) • Sensitivity /Additional Analyses - Additional financial plan alternatives for PILOT, sewer rate increase timing, alternative capital, debt alternatives, low income memo to council, delayed wastewater increase, outside city multiplier analysis, calculate each system's replacement cost , depreciation v. pay as you go funding analysis, neighboring utility bill comparisons, bill frequencies for multi - family and non - residential, additional water rate designs. The original budget listed an estimate of $6,660 for sensitivity analyses. This was put on hold until written authorization The proposed budget is slightly above this original estimated amount. • Communications Plan — This task did not specify a bill calculator tool, but this is one of the tools proposed for effective ratepayer engagement. The calculator format and logistics are taking more time than originally envisioned due to format limitations of the website and additional input from staWCouncil/UAC (bill image). The Agreement, Section III Compensation, identifies a not to exceed amount for the Utilities Rate Study of $150,230. The original scope of services authorized the Financial Chapter of the Water System Plan and Conduct Benchmarking Analysis from Task 5 Other Services with Written Authorization leaving approximately $32,600 under this task. The Agreement requires that any modification be in writing and signed by bath parties. This budget authonzation request is to allow use of $23,000 of the available Task 5 budget to cover the additional services detailed above. The remaining budget under Task 5 will be $9,600. The budget identified is our best estimate of the additional cost that may be required to complete the project.
