Subject Proposed City of Bremerton Business & Occupation (B &O) Tax Credit
Hello All,
I'm proposing the creation of a City of Bremerton Business & Occupation (B &O) Tax Credit
that may allow any Bremerton business with a B &O tax liability to take a 100 tax credit
against that liability for donations made to certain "qualified" local business associations or
economic development that engage in activities that promote local economic development
Please review the attached Word files "B &O Tax Credit Talking Points' and "B &O Tax Credit
FAQ" for more specific information on my proposal Feel free to use any of the material in your
own email to the council
I'm presenting this idea to the city council during the Study Session to be held Wednesday, June
13 If you support the creation of the tax credit, please contact the city council by Wednesday,
[Line 13 and ask that council members support this effort The council may be reached by
email at city councal(cci bremerton wa us or by phone at 360 - 473 -5280

Proposed by Council Member Roy Runyon
City of Bremerton Business & Occupation (B &O) Tax Credit
Talking Points
Currently, the City of Bremerton imposes a B &O tax (gross receipts tax) on
the value of products, gross income of a business or the gross proceeds of
sales exceeding $60,000 per year In 2012, the Bremerton City Council
established a goal of encouraging economic development by developing and
passing an ordinance to reduce the B &O tax before the 2013 budget is
prepared
In support of this goal, this proposed City B &O Tax Credit would accomplish
the following
1 Gives businesses a choice as to how to spend their money A business
may donate an amount equal to all or a portion of its B &O tax liability to
a qualified local business association or a non - government economic
development entity The business may then claim 100% of the donated
amount as a credit against its B &O tax liability
2 Provides funds to qualified organizations to improve the business
environment Qualified organizations would conduct activities such as
provide assistance to local businesses, promote and organize public
events and business conferences, beautify local business districts and
improve communications
3 Reduces the amount of B &O tax paid to the City of Bremerton This
proposal supplements existing provisions of the Bremerton Municipal
Code that limit the impact of the B &O tax on businesses
In summary, this proposed tax credit reduces the city's dependence on
B&O tax revenue, credits businesses for donations made to
organizations that support local economic development and keeps tax
dollars generated by the business community IN the business
community
Proposed City Business & Occupation (B &O) Tax Credit
Frequently Asked Questions
1 Q What is the proposed tax credit?
A The tax credit may allow* any Bremerton business with
a City B &O Tax liability to make a donation to a qualified local
business association or economic development entity and credit 100% of
the donation against the business's tax liability ( *Subject to donation
limits addressed by question 5)
2 Q Why should I donate to a qualified association or entity rather than
send my B &O tax payment to the City?
A By donating all or a portion of the amount of your business's B &O
tax liability, you help fund organizations that improve the business
environment through activities such as providing assistance to local
businesses, business retention, recruitment and expansion, promotion
and organization of public events and business conferences,
beautification of local business districts, and communication
3 Q What is a qualified local business association or economic
development entity
A A qualified local business association or economic development
entity is an organization that meets certain legal requirements of the City
of Bremerton to receive donations that may qualify a donor business to
claim a credit against a city B &O tax liability
Page 1 of 2
4 Q How does an organization qualify to receive B &O tax credit
donations?
A To achieve qualified status, an organization must be a non - profit
501(c)3 public charitable organization that benefits the general public or
a non - profit 501(c)6 organization such as a chamber of commerce or
economic development entity that promotes the common economic
interests of all commercial enterprises within the city of Bremerton and
not dust one trade A qualified organization must sign an agreement with
the City of Bremerton that would include a scope of services, reporting
requirements and record keeping and must maintain an office within the
Bremerton city limits
5 Q Can I credit in -kind donations against my B &O tax liability
A No Only monetary donations may qualify for the tax credit
6 Q How much can I donate?
A There are two donation limits that apply First, a business may take a
tax credit equal to 100% of its annual donations, not to exceed its tax
liability Second, a qualified organization may not accept donations that
exceed its yearly allocated dollar amount of tax credit donations as
determined by the Bremerton City Council through the annual city
budget
7 Q Sounds greats When can I make my donation so I can claim the tax
credit?
A This is a proposed tax credit To make it a reality, the Bremerton
City Council must first amend the Bremerton Municipal Code and
establish the total dollar amount available for B &O tax credits in the
annual city budget

Mike,
Thanks for the E -mail regarding the B &O tax last evening The Council had a good discussion on the
topic
There were several significant concerns raised during last evening's discussion The proposal
Did not directly support the Council's goal of reducing the B &O tax (i e , Businesses would still pay the
same amount however, some of them would be able to send their tax to somebody else),
Would increase administrative costs for the City and its businesses,
Would create competition for the proposed rebate among the many non - profit groups (e g , The City
would have to be fair regarding the distribution of the funds This might mean that another Lodging Tax
type process would have to be established with no telling who would receive the funds),
The proposal also raised legal concerns regarding the "gifting" of City funds to non - profit groups If the
goal was to funnel money to the DBA, Charleston or Manette Business Districts, etc, there are easier and
simpler ways for the City to do this (e g , The Council would have to budget the funds and then enter into
a direct agreement with the organization for specified tasks )
The consensus of the Council seemed to reaffirm our original goal of reducing the B &O tax but not
to implement the proposal Further B &O discussions will occur at our Finance Committee in a couple of
months
Respectfully,
Jim McDonald

Bremerton City Council Members,
I have read the Q &A regarding the B &O tax credit proposal by Councilman Runyon, and it is my personal
opinion that it is something that should be considered I have included the results from an informal poll
that I posted on my website and social media yesterday This is the first poll that I have done of this sort,
and I kept it fairly simple, but so far the results are in favor of the Chamber supporting the concept of
the proposal (See attachment)
I will be discussing with my board this Friday if the Chamber will be taking an official position on the
proposal It's my personal opinion that it is worthy of discussion, as long as the recipients of the
donations were properly vetted, and those organizations missions were to help support the growth of
business in Bremerton I will let you know as soon as possible the Chamber Board's official position

I think the council should give the idea of a B &O tax credit serious consideration Bremerton must eventually wean
itself off the B &O tax anyway, so this might be a good way to get the process started Of course any talk of
diverting revenue must include a discussion about the budget

Subject: B &O Tax Credit Proposal
City Council,
As a citizen of Bremerton and manager of a business in the city, I wish to weigh into the
conversation regarding the proposed B &O tax credit idea being considered by the council
As we all know, the B &O tax has caused many conversations and negative feelings from the
local business community I believe that through deverting a portion of this tax towards those
associations "qualified" through the city, we can begin to change the negative feelings towards
the tax 'In addition, it allows the city to receive a certain amount of community service in
exchange for the deversion of the tax
Please ensure that if the proposal is approved that it is spread wide rather than funneled to one or
two associations Spreading it widely allows for the largest and most diverse improvement for
all in Bremerton
This is a voting citizen's and business support of the idea proposed
Sincerely,
Tom Bailey

Public Comment
To Bremerton City Council
It has come to my attention that the Bremerton City Council will be presented with a proposal
for the creation of a City of Bremerton Business & Occupation (B &O) Tax Credit
I am for the creation of such a credit as long as safeguards are in place to ensure that it is fairly
and transparently, distributed to those who are "qualified" to receive it
Bremerton's application of the B &O tax has been a mental stumbling block as well as a financial
one when it comes to providing a welcoming, inviting and positive environment for new and
existing businesses
i
i
By putting the money collected back into city organizations that help, partner and promote the
very businesses that pay the tax makes the burden of doing so a little more tolerable for all
parties involved in the short term as a more solid and widely accepted solutions of long term
replacement revenue sources are worked out

Subject City B &O Tax Credit
Greetings,
On behalf of the Downtown Bremerton Association (DBA), I'd like to stress my support for
the proposed City B &O Tax Credit as proposed by Councilman Roy Runyon
The DBA is in process of applying for the State B &O Main Street Tax Credit program, which
will allow it to receive up to $133k annually from credits offered by businesses applying to
"point" their B &O component to entities under the Main Street program
A similar Y ram ro offered b the City would allow the DBA and other entities to further their
P 9 Y
association's goals for the betterment of our Community, specifically with the promotion of
their respective area, beautification, or putting together events that bring folks in and allows
for further generation of sales tax dollars for Bremerton
I do ask that the program be,
- Simple to understand
- Easily quantifiable in respect to where $$ is spent
- Reporting be simplified (who donated to association and how much) that can be trued -up
by COB Finance Dept staff for accuracy
I also ask that the amount allocated by the City Council be a % to overall B &O revenues,
instead of a hard number 10% allocatable would be a great starting off point, but it does
i not mean that all 10% of the dollars available are awarded
i
As well, for participating entities, I support that they be 501(c)3 or (c)6 per the Internal
Revenue Service and the amount allocatable be equal to the amount of entities "contracted"
by the City as beneficiaries of the City B &O Tax Credit program
Thank you'

Subject:
City Council
The Charleston Historical District has discussed the proposal from Councilman Runyan regarding the
B &O tax credit to city qualified neighborhood and community associations We would like to voice our
support of the idea The idea was first brought up last night at our association meeting and continued
discussion today through our neighborhood As a business and neighborhood association, we would
appreciate the council giving it consideration
The common comments that have surfaced is that the proposal may have a dual good purpose The
associations could use the funding to efficiently deliver community betterment for the citizens with city
oversight while at the same time putting a more positive face on the long time negative comments about
the B &O debate It maybe a win win as the city figures out a replacement revenue source for the B &O
tax We believe it could be a way that associations through harnessing volunteer and business
involvement may be able to provide a high value for the funds received
As an example, Mayor Lent graciously donated $500 00 towards our association for seed money this
year Our association has been able to use the cities donation along with our annual dues to put on a
successful Cinco De Mayo event for the citizens Remarkably, the association still has the entire $500 00
donated in our bank account Through leveraging the cities assistance, businesses and volunteers, the
association was able to use the seed money and then charge very low fees for lust a select small portion
of fun consumable treats and entertainment The community received an extreme value and the city
received another positive event for their investment The businesses also saw a spike in business
activity which fueled a higher sales tax revenue collection, a portion of which returns to the city All sides
won and we collectively working together with the city brought another positive event to our city The
same results could happen with the B &O tax proposal
The only concern raised through our members was that the program would end up like the lodging tax
and go overwelmmgly to one or two venues
6/13/2012
Thank you to Coucilman Runyan for proposing this idea and the council for taking the valuable time to consider
it's merits We think it's worth a consideration
Together we can build a better Bremerton for the future

opportunity to help us help you, and make our city greats As the Charleston Association
we have big ideas for our district and this program would help a lot We would like to
make a Brochure for our area to advertise on the ferries and neighboring cities in their

working to implement The Charleston Neighborhood Plan All of this costs money we
don't have access to This would allow us to pool funds together to make these changes

Subject RE Proposed City of Bremerton Business & Occupation (B &O) Tax Credit
Dear Roy —
Thanks for the call today inviting me to attend the Bremerton City Council's study session next
Wednesday afternoon as it considers further evaluation of your legislative proposal concerning credits
against city B &O tax for investments made in local economic /business development organizations
While I'm not in a position to take a position on this proposal at this time (having not had an opportunity
to review it with KEDA's executive committee or board), based upon an initial review it appears to me
that the concept merits further study As a member of the KEDA BOD, you no doubt appreciate that our
county wide economic development alliance is always examining ways to enhance the level of local
private and public investment in economic development efforts to grow businesses and create Jobs
throughout Kitsap County and our region At the same time, it's important that we be deliberative in
examining and fully understanding all of the potential ramifications — positive or negative - of the
proposed legislation
My first opportunity to bring this before our executive committee would be July 9 and I'm happy to do
so
Relative to the Council's study session next Wednesday I'm willing to attend and answer any questions
you or other council members may have of me as an economic developer, however, I am not able to
take a position on behalf of KEDA on the proposed legislation other than to advise your colleagues that
it may be beneficial to continue to study the proposal and explore it's many parameters Please let me
know if this is of interest to the Council
Let me close by expressing my personal gratitude to you and to Mayor Lent for your service on KEDA's
board of directors, and for the financial support currently provided to KEDA by the City of Bremerton
accounting for nearly 5% of our annual revenues
Best,
John Powers
