SUMMARY: The Director of DCD proposes to fill the vacant Assistant Director position with Heather
Stinson, a candidate that has more than four years experience as a Planning Manager and more
than eleven years of professional experience The Director has negotiated salary compensation with
the applicant and proposes making this appointment at Rate 4 in Pay Band 16 By BMC 2 50 032(a),
the Council must approve any starting salary above Rate 1
