SUMMARY: BMC Chapter 2 09 020(b) allows the Director of Financial Services to appoint, with the
Mayor's concurrance, the City Clerk's position Our City Charter also requires Council confirm any
appointment to the City Clerk's position It is administration's recommendation that Shannon Conn
be confirmed as the City's new City Clerk effective June 16, 2012
Ms Conn has been serving as Interim City Clerk since October 14, 2011 when the prior Clerk
resigned to pursue other career opportunities Ms Conn has proven to be adept at performing the
fob As such, it makes operational sense to suggest her appointment and remove the Interim from
her title

FISCAL IMPACTS (Include Budgeted Amount) Position is fully funded The Management Salary
Plan had identified the City Cleric's position to be pay band 14 ($74,680 - $90,991) As part of our
process whenever there is turnover in a management position, administration did perform an analysis
of the pay and has adjusted this position to the Management Salary Plan pay band 8 ($55,529 -
$67,657) Ms Conn would start in pay band 8 at step 2
