SUMMARY: The CDBG / HOME Policy Plan is a point document of the City and County Block Grant
Programs It sets parameters for the management of our HUD entitlement grant awards, provides
specific information about the policies and regulations for the use of HUD Block Grant funds, includes
the Citizen Participation Plan, and outlines the allocation process This year, 7 changes are proposed
for adoption with the 2013 Policy Plan
