719 — PROFESSIONAL SERVICES AGREEMENT WITH FCS GROUP, INC. TO CONDUCT
UTILITIES RATE STUDY Katy Allen Public Works & Utilities Director, explained that the rates
study for the City of Bremerton will assess and evaluate existing water, sewer, and stormwater rate
structure and provide recommendations for future rates The last utilities rate study was
performed in 2005 FCS Group was selected as the firm most qualified to perform this work
The objective of the Utilities Rate Study is to adequately fund utility operations, maintenance,
capital costs, and bonded debt while minimizing rates to the greatest degree possible The study
will be based on a comprehensive review of Bremerton's funds and budgets, industry benchmarks,
comprehensive utility plans, customer classes, current usage data, and future planned growth in
each utility service area Angie Sanchez with the FCS, Group provided additional information
about what issues the rate study would address
Todd Best asked for the cost to conduct a rate study, which he believed was dust going to be used
as a means to justify a utility rate increase Ms. Allen responded that the water rates for Kitsap
County are at the lower end of the spectrum, but that it is important for the City to scrutinize the
rates and a utility rate study will ensure the correct fees are charged to support the actual costs
06:48:29 Motion was made by Runyon, and seconded by Wofford Comments and questions
were then provided by Runyon, Younger, Daugs, Flemister, and Wheeler

and Utilities Director and Becky Hasart Financial Services Director, stated that the City is in the
final stages of construction on the Park Plaza Phase I and H projects As we move forward
towards completion prior to the Armed Forces Day festivities, there are various change orders
needed to complete this work These change orders, in the aggregate, will exceed the authority
granted by City policy The attached staff report specifies which change orders are needed and
the associated dollar authorities requested
Regarding fiscal impacts, the change orders associated with the parking garage (Phase I) are part
of the Fund 305 Budget The cash associated with this budget was derived from bond proceeds
This budget may need an amendment, but requested authority will not exceed available cash
resources The change orders associated with Phase H of this project are part of the Fund 306
budget The cash associated with this budget was derived from a federal EPA grant ($2 6 million)
as well as proceeds from the sale of the developed retail pads, transfers from the utilities for their
appropriate related costs, close out of remaining cash from the Harborside Commons fund 304
and close out any remaining cash from the bond proceeds from the Phase I portion of the project
(Fund 305) This fund may also need an amendment, but again, requested authority will not
exceed available cash resources
