Supports Alt 4 - Alcohol sales in flagship city parks Bremerton City Council members My name is Sara Meagher and I am the president of the board of directors for the Bremerton Farmers Market, and additionally a board member of the Washington State Farmers Market Association I am reaching out to give perspective regarding the options being presented to have alcohol for sale at parks in Bremerton On behalf of the Bremerton Farmers Market, we support Alternative 4, being presented by City Council member Roy Runyon, to allow alcohol for sale at larger flagship city parks, utilizing the special event permit or contract with the City of Bremerton to sell alcoholic beverages Since June 2003, the Washington State Farmers Market Association (WSFMA) passed its own rules governing the sale of alcoholic beverages at its member farmers markets (Bremerton Farmers Market is a member market to WSFMA) The guidelines state that the beverages must be made entirely from ingredients grown in Washington except for certain additives required for processing, which cannot be produced in the state of Washington and do not amount to more than 5% the total volume of the beverage For more information on these rules, click here Additionally, since July 2003, the Washington State Liquor Control Board authorized farmers markets to allow Washington wineries and breweries to sell products of their own production for off - premises consumption The Washington State Liquor Control Board process for farmers market alcoholic beverage sales has two parts 1 Farmers Market Authorization: Farmers Markets complete an online application (free), and the markets must be qualified markets per the qualifications set by the liquor control board here 2 Farmers Market Endorsement In -state winenes and breweries complete and application online ($75), which is an additional endorsement to their existing liquor license Additional rules for qualified applicants include having a Washington domestic winery or brewery Incense, may not store wine or beer at the market beyond hours of operation where it is offered for sale, and may not distribute from the market location They have the responsibility to follow all liquor laws and rules, and violations are grounds for their license to be revoked For more information, click here The Bremerton Farmers Market would like the opportunity to sell Washington grown and produced wine at the market. This is another benefit we can offer to our market customers, who are looking for more variety when they do their weekly shopping at the farmers market This is an opportunity for us to grow the market customer base for wine enthusiasts in Bremerton who may not be currently frequenting the market Our hope is that with additional customers, we can raise sales for not only the wine vendors, but for the market as a whole 5/2/2012 Page 2 of 2 If the proposal is passed, the Bremerton Farmers Market would do the following to move forward with wine sales at the market • Apply for the Farmers Market Authorization through the Washington State Liquor Control board • Pursue wineries located in the Puget Sound Growing Region as potential vendors • We would also work with the Executive Director of the WSFMA organization and other markets that are currently selling wine at their markets, to gain insight into best practices in terms of selling alcohol at the market Lastly, I want to be sure you are aware that a Wine Tasting Pilot is underway at 10 Farmers Markets in Washington state through the Washington State Liquor Control Board, which concludes in November of this year and will be reported to the Legislature in December 2012 The Washington Liquor Control Board shares that "This pilot is another avenue for Washington's breweries and wineries to educate customers about their products," said Sharon Foster, WSLCB Chair "Because farmers markets take place in a community setting, there are safeguards in place to ensure tastings are conducted with public safety in mind " There are strict guidelines for markets participating in the Wine Tasting Plot which you can learn about here Some of the guidelines include having only one winery or brewery offering samples at the market per day, customers must remain at the booth or designated area while sampling, and food must be available nearby Bremerton Farmers Market would likely pursue tastings at the market in our 2013 season, should that option become available to us and the Alternative 4 proposal is passed by Bremerton City Council. I would like to add, on a personal note only, with WSLCB Initiative 1183 going into effect in June (which allows private retailers to sell spirits to the general public), shelf space for local wine will likely diminish due to the additional shelf space needed for liquor in large retail stores. If wine was available to purchase at the farmers market at Evergreen Park or the Boardwalk as part of this proposal, it would provide wine enthusiasts like myself an opportunity to make wine purchases that support small Puget Sound wineries and small businesses at the farmers market. With there being more than 740 wineries in the state of Washington alone, and with Washington nationally ranked as the 2nd largest premium wine producer in the US, I would personally appreciate an opportunity to purchase some of my favorite local wines at an organization like the Bremerton Farmers Market. I will be in attendance at the Bremerton City Council meeting today and will verbally share our support for Alternative 4 For those of you that are attending our opening market day at Evergreen Park tomorrow, I look forward to seeing you there as well Warm regards, Sara A. These projects have had positive effects for the city, such as the commitment from private development for a new multi -plex cinema. However, staff recognizes that our economic development efforts have been a disruption and inconvenience to our businesses and citizens. Staff is committed to making every effort to minimize this disruption In order to expedite the Park Plaza project (both Phases I &II), staff is requesting the approval and potential authority for change orders related to these projects as listed below. All requests are outside administration's aggregate authority as granted by City policy. Park Plaza Phase I (parking garage): Serpanok Construction, Inc. is the main contract holder for this project. Staff is requesting the following change order: Contractor Original change orders Requested New amount Details to date Serpanok $5,400,000.00 $(53,167.66) $271,519.05 $5,618,351.39 Exhibit A In addition, staff is also requesting additional potential authority not to exceed $60,000, plus tax, as a contingency for any unforeseen condition changes for this contract. Due to the timing of committee meetings, and the next council meeting cycle, having this authority in hand can help staff address any unforeseen conditions without potentially delaying tins project. Park Plaza Phase II (EDA eligible): There are several contracts associated with Phase H of the Park Plaza project Change order requests are listed as follows. Contractor Original change Requested/ New amount Details orders to Potential date Serpanok - Park $ 24,500.00 $4,445.73 $20,994.95 $49,940.68 Exhibit B Ave Alley Serpanok - $469,00000 $71,190.77 $33,406.96 $573,597 73 Exhibit C Pump Station South Bay - $386,250.00 $71,930.00 $38,662.62 $496,842 62 Exhibit D West South Bay - East $728,600.00 $72,725.00 $56,605.60 $ 857,930.60 Exhibit E Henderson - $197,487.00 $16,274.20 $33,000 00 $246,76120 Potential — Alley Trenching not to exceed 1 Based on the initial budget established for Phase II (which includes the EDA grant), the completion of these contracts, with these change order amounts, will leave approximately $420,000 in remaining appropriation in the project budget. Again, due to the timing of committee meetings, and the next council meeting cycle, staff is also requesting authority to be able to execute any needed contracts (within this remaining authority), to purchase unbought scope and/or to resolve any outstanding construction issues that may occur which cannot be identified until construction commences. 2 EX +1 FF Pr C.
