COUNCIL SUMMARY
Pump Station (PS) KL -1 is the last of four stations situated around
Kitsap Lake The combined flow from the three (3) other stations KL -2, 3
& 4 is pumped to PS KL -1, which pumps it directly to the Westside
WWTP
There are currently two (2) 1970's era line shaft driven pumps, which are
at the end of their useful life span The annual maintenance costs
associated with these pumps, coupled with their reduced pumping
capacity and reliability has shown that the pumps need to be replaced
We are proposing to purchase and install two (2) Flygt N Style dry -pit
submersible pumps to replace these existing pumps PS KL -1 is an
excellent candidate for these pumps as it will reduce our annual
maintenance costs, increase reliability and give us the ability to operate
this station in a Lead /Standby mode

COUNCIL SUMMARY
NAME CHANGE FOR HARRY EARL ROAD
Summary
There are two adjacent property owners to this roadway who have requested the street be
renamed These two owners are also the only people affected by this name change
Prior to the recent construction of the first phase of the Cross -SKIA connector, Harry
Earl Road was a 1,200 -ft long dirt road that terminated at the property boundary for Stan
Palmer Construction The road was named after a mayor landowner in the area, and
provided access to his property The newly constructed roadway has dramatically
changed the configuration, appearance and purpose of this roadway In order to provide a
more descriptive name for the roadway, the two property owners (the Port of Bremerton
and Stan Palmer Construction) have requested the portion of Harry Earl Road that is the
Cross -SKIA Connector be renamed Airport Way
A secondary portion of Harry Earl road continues from the newly constructed round-
about south into property owned by Stan Palmer Construction The name of this road is
proposed to change to Bree Road
The requested name changes have been submitted to addressing and emergency services,
and tentatively approved awaiting Council resolution A 30 day appeal period is required
prior to completion of street name changes As the only two property owners utilizing
the roadway are requesting the change — staff recommends forgoing the appeal period for
the name change This name change is being completed as well to reduce confusion by
the traveling public accessing the current and future businesses served by the new
roadways
Fiscal Summary
Fiscal impacts to the City for the name change are minimal, and relate to time spent
bringing the issue before Council Installation of the street signs for the roadway shall be
by the Port of Bremerton

2012 GRANT APPLICATIONS
COUNCIL SUMMARY
Summary
Staff request authorization to submit the following grant applications
First Grant Application - FHWA Grant
The 2012 Federal Surface Transportation (STP) call for projects included a set aside of
$1,800,000 for pavement preservation projects for Kitsap County This is the first time
this set aside has been made Significant criteria affecting project eligibility include the
requirement that roads be federally designated (collector roads,) that all adjacent
improvements meet ADA requirements, that the funds be used for preservation rather
than new construction or reconstruction, and that the grant funds be matched at 13 5%
In reviewing our infrastructure, staff believe the two roads which best meet the criteria
are the northern 4,100 -ft of the Belfair Valley Road (PMI Ranking of 45 + / -), and Lake
Flora Road (no formal PM 1, but believed to be 45 +/- ) The proposed scope of work is
dig -outs of fading pavement segments, and a 2 -inch overlay of the road surface
Total project cost is $450,000, grant request is $389,250 with a match of $60,750 The
source of match would be from the Street Fund with expenditure projected for 2013
Second Grant Application - Community Development Block Grant
In May, the City will announce a call for projects from the CDBG program Engineering
has historically submitted applications to this fund source for traffic calming, but grants
have not been pursued in recent years A group of citizens have requested traffic
calming for Hanford Avenue between Wheaton Way and Bledsoe Avenue Staff believe
either 3 or 4 traffic calming devices (likely a combination of speed humps and roadway
narrowing) would be appropriate for this roadway Complete project scope would be
developed and coordinated with the neighborhood upon receipt of funding
Total project cost is $15,000, grant request is $15,000
Third Grant Application - Remedial Action Grant
Background In 2007, the City executed Agreed Order DE- 07TCPHQ -5024 with Ecology
for cleanup of the former Chevron property The cleanup construction was completed in
two phases, the initial phase was performed in 2009 and consisted of infection of a
chemical oxidizing reagent in the lower yard (north half of the site), and
excavation and removal of small contamination "hot spots" in the upper yard
(south half of the site ) The second phase was performed in 2011 and consisted
of infection of additional oxidizing reagent at hot spots remaining in the lower
yard The chemical infection approach was selected since the mass excavation
alternative for the entire site was very expensive ($5 7M) and was only eligible
for a 75% grant, compared to the selected alternative ($1 1 M) which was grant
funded at 90%
Ongoing Work at the Property The infected chemicals coupled with naturally
occurring bacteria will continue to reduce residual contamination at the site for
years Remaining work is limited to groundwater monitoring and reporting to
2012 Grant Applications Page 1 of 3
track the reduction of contamination until MTCA A levels are reached — for
planning purposes, it is estimated this will be achieved in 5 -years
On -going groundwater monitoring was previously committed to in the initial
Agreed Order and associated Remedial Investigation and Feasibility Study
Given completion of the "Interim Action" (the remediation construction), Ecology
has proposed we execute a second Agreed Order for the site — this order would
formalize the scope and schedule for on -going groundwater monitoring and
outline institutional controls (use restrictions) for the site The second agreed
order would also make the City eligible for grant funding under a separate
remedial action grant for the first year of monitoring and reporting at the site
Remaining work at the site is anticipated to include the following
• First year — work includes work plan preparation and 2 semiannual
groundwater sampling events and reports submitted to Ecology, total cost
is $80,000 This work would be eligible for grant funding at 90 %, and is
the scope of the grant application
• Second through fourth years — work includes semiannual groundwater
sampling events and reports, cost is $35,000 per year, this work is not
grant eligible
• Fifth year — work includes 4 quarterly groundwater sampling events and a
final report, cost is $75,000, this work is not grant eligible
Grant Application The grant application is for 90% grant funding for the first year
of monitoring at the site The cost of the first year of monitoring and reporting is
$80,000, the grant request is for $72,000
Fourth and Fifth Grant Applications — Pedestrian and Bicycle Program
In late March, WSDOT announced a Call for Projects for the Pedestrian and Bicycle
program Historically, this source of funds was made available for smaller projects such
as sidewalk in -fill, however, for this cycle project scope qualifications have been modified
to funding complete street projects For this application cycle there is no match required,
however, applications receive better consideration if match is provided Staff have
identified two projects that meet the qualifying criteria and are recommended to be
developed into applications, one for streetscape improvements on Washington Avenue
and another for replacement of the Pedestrian Signals & Audio - Tactile buttons
Washington Avenue Complete Street Application The proposed project would construct
streetscape and sidewalk improvements on Washington Avenue and 11 Street from the
400 Condominiums to Pacific Avenue The scope of the improvements would be similar
to those adjacent to the condominiums The project would be constructed in conjunction
with the Washington Avenue Beachmam replacement project, which would reduce
construction impacts to the community, and allow a portion of the utility project to be
shown as a match to the grant
Total project cost has not been determined at this time, but is expected to be
approximately $5,000,000, $4,500,000 for the streetscape improvements and $500,000
for the sewer improvements While no grant match is required, the application would
2012 Grant Applications Page 2 of 3
identify a contribution of the total construction cost from the City's wastewater utility to
construct the utility portion of the work — presenting the funding in this manner is a
benefit since the call for projects indicates preference will be given to projects with
matching funds No funding commitment from other sources (Street Fund, General
Fund, etc,) would be included in the application
Pedestrian Signal Replacement Application The proposed project would replace the
City's existing pedestrian signals with new Accessible Pedestrian Signals (count -down
signals with audio - tactile buttons ) This project is necessary for compliance with current
City and ADA Standards The application would identify a total project cost of
approximately $600,000, with no matching funds proposed

West Bremerton to the Wastewater Treatment Plant (WWTP) The section from the
intersections of 13 Street and Naval Avenue to 8 th Street and Montgomery Avenue
(approximately 3000 feet) is 30 -inch diameter ductile iron pipe lined with polyethylene The
pipe has failed on three separate occasions between 2007 and 2010 during heavy rainfall
events, resulting in sanitary sewer overflow (SSO) events The current project stems from
the need to address the continued deterioration and failure of this critical pipeline
Contract Summary
The project includes installation of approximately 2400 LF of 36 -inch diameter high density
polyethylene (HDPE) pipe to replace an existing section of main The new pipe will be larger
diameter to allow more flow and the material is far more resistant to the corrosive effects of
wastewater Additionally, approximately 866 feet of the existing pipe will be rehabilitated
using Cure -In- Place -Pipe (CIPP) technology Finally, the concrete surge chamber at the
intersection of 13 Street and Naval Avenue will be replaced with an HDPE manhole
Fiscal Summary
The engineer's construction cost estimate for this project is $3,000,000 Bids were opened
on April 2, 2012 The lowest responsible, responsive bidder is Stan Palmer Construction, in
the amount of $2,356,617 83, which includes sales tax
