8 Identify Estimated Total Project Budget by Funding Type
The purpose of the following table is to provide information regarding this project's total estimated costs, including
all phases from planning through implementation and all funding whether secured or unsecured This is an
estimate only and may change overtime Any future change must be reported on a subsequent TIP modification
form (TIPMOD) The following is guidance for completing each column
A = Identify each type of funding (often referred to as "color of
funds ") expected to finance this project Examples are
federal, state, and /or local funds obtained from various
sources such as STP /U, SAFETEA -LU earmarks, FMSIB,
TIB, etc
B = Indicate whether these funds are currently secured or unsecured (use separate rows — do not mix secured
and unsecured funds)
C = Total amount of funding expected for each Fund Type
D -H = Indicate how much of each fund type will be applied to various phases of this project
Remember.
• The combined totals for columns D thru H must equal the total of column C.
• Enter each amount carried out to the dollar, even if the amount ends with several zeros.
• If more rows are required, please provide the information in an Excel spreadsheet and attach
it to this application.
A NOTE ABOUT THE DIFFERENCE BETWEEN QUESTIONS 8 AND 17
Question 8 is intended to provide summary financial information about total project funding, including all
phases from beginning of the project to the end (Some of the data you provide here may also be
required in Question 17 )

All projects reviewed for inclusion in the Regional Transportation Improvement Program must be consistent with
Transportation 2040 and the multicounty planning policies in VISION 2040 For questions about the plan review
process, please see the planning resource information on -line at www psrc om1growth/nlanrewew That webs►te
describes planning requirements and guidance for the plan review process and provides links to submittal forms
and related planning resources
a. Is the project consistent with regional /multicounty planning policies? Yes
IMPORTANT INFORMATION RELATED TO THIS QUESTION — PLEASE READ
In addition to a demonstration of consistency with local comprehensive plans, projects reviewed for inclusion in
the regional transportation improvement program must be consistent with and supportive of the policies
and provisions of VISION 2040 ( www osrc or_alarowth/vision2040) and Transportation 2040
( www .osrc.om/transaortation/t2040) (For additional information, see TIPINFO -9, Consistency with Regional
Policy at http Abvww psrc omlassets/4671TIPINF09 pdfl Federal and state law, as well as regional policies and
►nterlocal agreements require PSRC to verify that a project is consistent with the regional policy framework, and
that the project incorporates elements required under federal, state and regional guidelines (e g provisions for
bicycle and pedestrian facilities, safety and secunty)
While it would not be practical for all projects to address all of the policy areas contained in these two documents,
each project should play a part in supporting the overall regional transportation strategy Projects must be
consistent with the goals and policies outlined in the region's VISION 2040 plan, which was adopted in Apn12008
In general, transportation projects and programs should support one or more of the following overarching goals for
the transportation system through the 2040 planning honzon
• As a high pnonly, the region will maintain, preserve, and operate its existing transportation system in a safe
and usable state
• The future transportation system will support the regional growth strategy by focusing on connecting centers
with a highly efficient multimodal transportation network
• The region will invest in transportation systems that offer greater options, mobility, and access in support of
the regional growth strategy
PSRC Regional TIP Application to Modify an Existing Project January 2011 TIPMOD: Page 7 of 17
Specific goals and policies are organized in VISION 2040 under the following headings Environment (pp 34 -44),
Development Patterns (pp 45 -64), Housing (pp 65 -71), Economy (pp 71 -76), Transportation (pp 77 -88) and
Public Services (pp 89 -96) Many of these policies are tailored to specific locations within the region – outside
the urban growth area, inside the urban growth area, within a designated regional growth center, and/or within
another type of center or special planning district in a local plan See TIPINFO 9 for more information on location -
specific guidance
Note: The US Department of Transportation adopted a policy statement in 2000 calling for the inclusion of
bicycling and walking facilities in new construction and reconstruction projects in all urbanized areas,
unless one or more of three conditions are met ( www fhwa dot gov/environment/b►keped/des►an htm)
• Bicyclists and pedestnans are prohibited by law from using the facility (in which case a parallel
comdor should be considered)
• The cost of improvement is excessive and disproportionate to the need or probable use (guidance
says more than 20 percent of total project estimate)
• Low population density or other factors indicate there is no need

b. Explain in 3 to 5 sentences how the project is consistent with adopted regional
transportation policies, including those focusing on the project's particular geography. If a
project does not address a specific policy area —or if it is inconsistent with certain regional
policies — please explain the circumstances and mitigating factors.
This project implements a portion of Project #39 (SR 303 Corridor) on the Kitsap Transportation Priorities List It is
also consistent with the Olympic College 10 -Year Master Plan
Examples of Consistency Documentation
Example 1 (from the project description This project completes a general purpose lane, extends HOV lanes in both directions,
and provides transit -stops to serve nearby neighborhoods) The project expands capacity in two modes to alleviate heavy
congestion on the existing facility, and manages demand by providing better access to transit It omits nonmotonzed
improvements because sidewalks already exist in the project area
Example 2 (from the project description This project is expanding a 2 -lane roadway to four lanes) The project is consistent
with the policy area for expanding capacity because it offers greater SOV mobility HOV lanes and bike lanes were considered
but omitted because of limited nght -of -way
14 Project Category: What category best describes the modified project in terms of its effect on the
transportation system? Category II
• Category I = Preserve the Existing System
(Reconstruction, rehabilitation, replacement, or refurbishment of existing facility)
• Category II = Improve the Existing System
(Improves travel on the system but does not add capacity)
• Category III = System Expansion to Improve Mobility of People and Goods
(Expands transit service, HOV lane, nonmotonzed facility, intermodal facility, new
road and major widening)
