SUNDAYS AND HOLIDAYS Becky Hasart Financial Services Director, explained that the action before Council is the approval of a point agreement between the City of Bremerton, City of Port Orchard, the Port of Bremerton, and Kitsap Harbor Tours for ferry service on Sundays and holidays from Memorial Day weekend to Labor Day weekend Kitsap Transit, because of fiscal and union requirements, does not operate at all on Sundays or holidays This agreement, does not supplant any Kitsap Transit funding The agreement does not subsidize the operation of the boat at $146 25 per hour The contract specifies the days and hours Kitsap Harbor Tours (KHT) operates under this agreement KHT charges $2 each way for adults and children over 5 which are deducted from the cost to operate the number of hours that day The net cost (or profit) is divided equally between the three agencies Last year the City paid $4,780 76 to Kitsap Harbor Tours and received funds of $1,062 17 for a total net expense of $3,718 59 Memorial and Labor Day weekends are the big draws that generate a refund back to the agencies By having the DBA, businesses and other organizations begin to advertise now, the more likely the ridership will increase on those Sundays affording the opportunity of a reduction in cost to the City Sales tax generated from the Sunday /holiday shopping should also offset the cost Additionally, it is the motivation behind adding the Bremerton Farmers Market on Sundays at the Harborside Jerry McDonald reiterated that the Council should not only support the Joint Ferry Service & Funding Agreement for Sunday and holiday service, but add later service on Friday and Saturday Carlos Jara downtown business owner and President of the Downtown Business Association, encouraged the Council to support this action to benefit the community and to help the local businesses Peggy Nord Owner of Simply New Antiques, wanted to emphasize that she has committed to being open on Sundays for the last four years, and hoped the Council would support this action Anita Albright Member of the Downtown Business Association, asked Council to pass this action 05:54.15 Motion was made by Runyon, and seconded by Wheeler, Comments and questions were then provided by Arends, Wheeler, and McDonald 05:58.00 M /S /C (Runyon/Wheeler) Move to approve the point agreement for summer Sunday and holiday ferry service 11/02/2011 RESOLUTION AMENDING THE 2012 - 2017 SIX YEAR TRANSPORTATION IMPROVEMENT PLAN SUMMARY With the adoption of the comprehensive six year transportation program (TIP) with Resolution #3154 in October of last year, one project was deleted from the list — the 11 St NVarren Avenue Intersection Improvements The project was deleted since federal construction funding for the project was obligated in June of 2011, and staff were confident no further money would be needed to complete the project Staff discussed the elimination of the project from the TIP with the Washington State Department of Transportation ( WSDOT) prior to the TIP's adoption last October, at that time WSDOT indicated elimination of the project as appropriate In early March, WSDOT contacted the City and indicated that inclusion of construction of the signal at 13 street along with interconnecting telemetry and conduits for the 11 and Warren Avenue signal with the signals at 13 and 16 street requires the City to re- certify the project with WSDOT in accordance with Federal Highway Administration (FHWA) requirements This process includes listing the project and expanded scope on the City's TIP Is the project consistent with regional /multicounty planning policies? Yes IMPORTANT INFORMATION RELATED TO THIS QUESTION —PLEASE READ In addition to a demonstration of consistency with local comprehensive plans, projects reviewed for inclusion in the regional transportation improvement program must be consistent with and supportive of the policies and provisions of VISION 2040 ( www.asrc.or±a/arowth/vision2040) and Transportation 2040 ( www psrc.orarftransaortationA2040) (For additional information, see TIPINFO -9, Consistency with Regional Policy at http lA ww psrc omlassets/467/TIPINF09 io Federal and state law, as well as regional policies and interlocal agreements require PSRC to verify that a project is consistent with the regional policy framework, and that the project incorporates elements required under federal, state and regional guidelines (e g provisions for bicycle and pedestrian facilities, safety and security) While it would not be practical for all projects to address all of the policy areas contained in these two documents, each project should play a part in supporting the overall regional transportation strategy Projects must be consistent with the goals and policies outlined in the region's VISION 2040 plan, which was adopted in April 2008 In general, transportation projects and programs should support one or more of the following overarching goals for the transportation system through the 2040 planning horizon • As a high priority, the region will maintain, preserve, and operate its existing transportation system in a safe and usable state • The future transportation system will support the regional growth strategy by focusing on connecting centers with a highly efficient mult►modal transportation network • The region will invest in transportation systems that offer greater options, mobility, and access in support of the regional growth strategy PSRC Regional TIP Application to Modify an Existing Project January 2011 TIPMOD: Page 7 of 17 Specific goals and policies are organized in VISION 2040 under the following headings Environment (pp 34 -44), Development Patterns (pp 45 -64), Housing (pp 65 -71), Economy (pp 71 -76), Transportation (pp 77 -88) and Public Services (pp 89 -96) Many of these policies are tailored to specific locations within the region — outside the urban growth area, inside the urban growth area, within a designated regional growth center, and/or within another type of center or special planning district in a local plan See TIP/NFO 9 for more information on location- specific guidance Note The US Department of Transportation adopted a policy statement in 2000 calling for the inclusion of bicycling and walking facilities in new construction and reconstruction projects in all urbanized areas, unless one or more of three conditions are met ( www fhwa dot pov/environment/b►keped/des►gn htm) • Bicyclists and pedestrians are prohibited by law from using the facility (in which case a parallel corridor should be considered) • The cost of improvement is excessive and disproportionate to the need or probable use (guidance says more than 20 percent of total project estimate) • Low population density or other factors indicate there is no need .................. . ... ......................................................................... ... . ..... .... ...................... s FOR MORE HELP.. . Explain in 3 to 5 sentences how the project is consistent with adopted regional transportation policies, including those focusing on the project's particular geography. If a project does not address a specific policy area —or if it is inconsistent with certain regional policies — please explain the circumstances and mitigating factors. This project implements a portion of Project #39 (SR 303 Corridor) on the Kdssap Transportation Priorities List It is also consistent wdh the Olympic College 10 -Year Master Plan Examples of Consistency Documentation Example 1 (from the project descnpbon This project completes a general purpose lane, extends HOV lanes in both directions, and provides transit -stops to serve nearby neighborhoods) The project expands capacity in two modes to alleviate heavy congestion on the existing facility, and manages demand by providing better access to transit It omits nonmotonzed improvements because sidewalks already exist in the project area Example 2 (from the project description This project is expanding a 24ane roadway to four lanes) The project is consistent with the policy area for expanding capacity because it offers greater SOV mobility HOV lanes and bike lanes were considered but omitted because of limited nght -of -way 14 Project Category: What category best describes the modified project in terms of its effect on the transportation system? Category II • Category I = Preserve the Existing System (Reconstruction, rehabilitation, replacement, or refurbishment of existing facility) • Category 11 = Improve the Existing System (Improves travel on the system but does not add capacity) • Category III = System Expansion to Improve Mobility of People and Goods (Expands transit service, HOV lane, nonmotonzed facility, intermodal facility, new road and major widening) PSRC Regional TIP Application to Modify an Existing Project January 2011 TIPMOD: Page 8 of 17 15 Improvement Type: Please select ONE primary Improvement Type and as many secondary Improvement Types as needed to accurately cap ture the nature of the p ROADWAY (select) Vehicle Replacement (select) New Facility — Roadway (select) Operations — Transit (select) Relocation — Roadway (select) Service Expansion — Transit (select) Environmental Improvement — Roadway (select) Other — Transit (select) Major Widening — General Purpose Lane NONMOTORIZED TRANSPORTATION (select) Major Widening — High Occupancy Vehicle Lane Secondary Sidewalk Primary Minor Widening (select) Trail (Separate Facility) (select) Preservation /Maintenance/Reconstruction (select) Bike Lane (select) Resurfacing (select) Other — Nonmotonzed (select) New Bridge or Bridge Widening FERRY (select) Bridge Replacement (select) New Ferry Route (select) Bridge Rehabilitation (select) Service Expansion — Ferry (select) Multiple Intersections — Roadway (select) New /Relocated/Expanded Terminal (select) Single Intersection — Roadway (select) Terminal Preservation (select) Safety — Roadway (select) New /Replacement Vessel — Passenger Only (select) Grade Separation (select) New /Replacement Vessel — Car /Passenger (select) Interchange — General Purpose Lane (select) Vessel Preservation /Rehabilitation (select) Interchange — High Occupancy Vehicle Lane (select) Operations — Ferry (select) Other — Roadway (select) Other — Ferry TRANSIT OTHER (select) New /Relocated Transit Alignment (select) Transportation System Management (select) Transit Center or Station — New or Expansion Secondary Intelligent Transportation System (select) Flyer Stop (select) Study or Planning Activity (select) Transit Center or Station — Maintenance (select) Transportation Demand Management (select) Park and Ride (New Facility or Expansion) (select) Other — Special (select) Vehicle Expansion 16 Federal Functional Classification Code (Select only ONE classification: Rural or Urban) For assistance in determining the functional classification of a project call Stephanie Rossi, (206) 971 -3054 (Click here ONLY to select Rural Classification) -OR- 14 Principal Arterial Rural Functional Classifications Urban Functional Classifications ( "under 5,000 population ") ( "over 5,000 population ") (Outside the federal -aid urbanized and federal -aid urban areas) (Inside the federal -aid urbanized and federal -aid urban areas) • 00 Exception • 00 Exception • 01 Principal Arterial -
