SUMMARY: On May 13 2003 the City entered into a concession agreement for the construction
and operation of an ice arena in East Park The arena has served the public with a variety of youth
and adult skating programs including figure skating, hockey, open public skating sessions and senior
skating programs The owners of the Ice Arena have requested the ability to sell beer and wine under
certain conditions as a revenue enhancement to the facility and as a convenience to its adult
customers
This proposed amendment to the concession agreement changes section 4 12 "Incidental Uses" to
remove the words "Concessionaire agrees that no alcohol will be sold or consumed on the
premises " The Ice Arena's insurance certificate would be adjusted to provide coverage as
recommended by the City's Risk Manager The Parks Commission recommended the amendment in
August of 2011 The National Park Service has reviewed and accepted the proposal

RECOMMENDED MOTION:
Move to approve an amendment to the Concession Agreement with the Bremerton Ice Arena
amending Section 4 1 2 of the agreement to allow the sale of beer and wine in accordance with BMC
13 04 140, and authorize the Mayor to finalize and execute the proposed amendment with
substantially the same terms and conditions as presented
