SUMMARY In 2007 the Department of Ecology issued Stormwater Permits to "Phase II" communities,
including Kitsap County and its cities This permit includes specific requirements for public outreach and
involvement Kitsap County and its cities have been coordinating stormwater public outreach for several years
but this new permit makes this coordination even more important The Kitsap Peninsula Clean Runoff
Collaborative was created in 2008 to partner with local entities on stormwater outreach This current interlocal
agreement expands this group, extends the duration through 2013, and changes the name to "West Sound
Stormwater Outreach Group" The scope of this group is to continue previous work to
• implement stormwater education and outreach programs to achieve measurable reductions in
behaviors that cause or contribute to adverse stormwater impacts,
• increase efficiency by sharing expertise, expenses, and staff time,
• benefit citizens by providing consistent outreach and messaging,
• gain enhanced access to financial and technical support through coordination among
Permittees with adjoining or shared geographic areas, and fulfill Phase II Municipal Stormwater
Permit requirements

FISCAL IMPACTS (Include Budgeted Amount) The ILA costs for the City of Bremerton are
budgeted in the Stormwater Utility and will not exceed $10,969 82 each year of 2012 and
2013

Move to approve the interlocal agreement for the "West Sound Stormwater Outreach Group" and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented
