1. , presented for revision
Amendment 8 of the Zoning Code §20.60.060 and §20.70.060 that was approved by the Planning

coverage” with “development coverage” for consistency throughout the chapters.
Chairman Cockburn
opened the Public Hearing and asked if there were any comments from
.
citizensSeeing none, he closed this portion of the meeting.
A motion was made by Commissioner Kosusko and seconded by Commissioner Streissguth
to reconsider Amendment 8 from the February 20, 2007 Planning Commission Public
Hearing to include revisions to both the District Center Core and R-10 development
standards to maintain consistent language throughout the zoning code.

Commissioner Kosusko: Yes; Commissioner Mosiman: Yes; Commissioner Streissguth: Yes;

2.Minor Amendments to the Zoning Code Regarding Garages and Accessory
Dwelling Units. Nicole Ward, City Planner
, gave the staff report on revisions to the Zoning
Code amendments regarding garages and Accessory Dwelling Units that had been presented to
the commission on February 20, 2007. She showed examples of what had been previously
allowed, what was proposed for the current code, and how the proposed amendments comply
with the Comprehensive Plan. She also included a chart illustrating garage sizes for each
scenario. She reminded the commissioners that the calculation for development included the
square footage of all accessory structures on the lot; this total square footage could not exceed
80% of the square footage of the primary structure. Accessory Dwelling Unit square footage is
calculated separately but included in total development coverage.
Commissioner Hoell
asked if the change in building height calculations for garages in
Nicole
§20.60.060(d)(iii) would comply with overall building heights within the zone. said it
would; the standard specifies that the structure could not be greater than thirty-five feet tall.
Commissioner Kosusko
suggested including a minimum structure size in the development
standards to ensure that someone with a house under 500 square feet could build a two-car

garage. explained that the proposed
development standards were for all accessory structures, not just garages, and did not want to
inadvertently force someone to build a larger out-building, like a garden shed, than was wanted.
She suggested having the commission direct staff to look at options that would allow someone
with a very small house to have a two-car garage rather than make another amendment.
Chairman Cockburn
opened the Public Hearing and asked if there were any comments from
.
citizensSeeing none, he closed this portion of the meeting.
Jordy Andrew, 1328 Hayward Avenue:
“Looking at the minutes here - I didn’t plan on asking
any questions – but, the setback issue that was - there was a question asked about that, I guess at
the last meeting, that part of this was to eliminate the additional setbacks for larger structures.
Am I understanding that correctly? That – I’m not familiar with what those were but you’re
basically proposing that those be eliminated completely? Or the additional setbacks be
[inaudible] understanding that?”

Nicole said yes, and explained that the additional setbacks applied only to structures that were
over 1,500 square feet in size, and that with this code amendment the largest detached garage size
would be 1,200 square feet thereby making the additional setback unnecessary.
Chairman Cockburn.
asked if there were any further comments from citizensSeeing none, he
closed this portion of the meeting.
Commissioner Friedberg-Nerf
asked to substitute the word “structure” for “storage buildings”
in Amendment 2. Staff explained that that was a description of the amendment and not the
chapter amendment.
Commissioner Friedberg-Nerf
noted that the structures listed in §20.60.060(c) did not include
all of the structures listed in §20.60.030 and thought that the lists should be identical for
consistency. Andrea explained that the language “but are not limited to” would include all types
of accessory structures even if they are not specifically listed. Staff will compare the sections
before presenting the amendments to Council to ensure consistency.
Commissioner Friedberg-Nerf
asked if the requirement in §20.46010(f) for similar materials
and siding would include color and design. After some discussion, the commissioners decided
the proposed language was sufficient.
A motion was made by Commissioner Streissguth and seconded by Commissioner Kennedy
to recommend Zoning Code Amendments 1 and 2 as identified in attachment V for City
Council adoption with instruction to staff to examine the possibility of larger garages for
very small houses.
Called for a vote: Commissioner Friedberg-Nerf: Yes; Commissioner
Hoell: Yes; Commissioner Kennedy: Yes; Commissioner Kosusko: Yes; Commissioner
Mosiman: Yes; Commissioner Streissguth: Yes; Chairman Cockburn: Yes. The motion carried.
Chairman Cockburn
closed the Public Meeting.
VI. Business Meeting
A.Chairman’s Report:
Chairman Cockburn reported on the Non-motorized Transportation Plan
meeting. Four Planning Commissioners attended. He noted the consultants from Portland were
terrific and they had put together a great meeting. He feels Bremerton will end up with a great
plan and was impressed with the active participation of citizens. There will be more meetings on
this topic with a plan to present to the Planning Commission in September 2007.
B.Director’s Report: AndreaSpencer, Director of Community Development,
reported that
there will be a final Public Hearing on the West Hills Annexation at the next City Council
meeting on March 21, 2007. It’s anticipated City Council will adopt an ordinance that will start a
45-day recall period which could result in a petition asking for a public vote on the annexation.
Andrea reviewed the costs and revenues, both current and future, of annexing that area. The City
is in the process of developing an ordinance that will allow newly annexed areas to continue to
have livestock and no garbage service; that exemption would be discontinued once the property
changed ownership or if it becomes a code enforcement issue. A Comprehensive Plan
amendment for interim zoning control is proposed to limit industrial development and to maintain
the single-family character of that area.
Community Development recently negotiated a scope of work with VIA Architecture who has
been retained as the consultant for the Downtown Regional Center’s sub-area plan. Andrea
expects to present this option to City Council for the study session on March 28, 2007 and action
