Bay Vista Redevelopment Presentation: Richard Weinman, Consultant to the Bremerton Housing Authority, facilitated a workshop of the proposed amendments to the Bay Vista Sub-Area Plan. A matrix of the proposed changes was distributed to the Planning Commission Meeting December 16, 2008 Page 1 of 4 DRAFT FOR APPROVAL ON 1/20/09 commission before the meeting. This matrix illustrates the changes between what was in the original West Park Sub-Area Plan and what it proposed for the Bay Vista Sub-Area Plan. Mr. Weinman revisited items of concern from the last meeting such as traffic mitigation at the intersections and compatibility with the City’s current zoning code. Commissioner Wheeler asked about the parking requirements for this sub-area plan. Mr. Weinman responded that the parking requirements were very similar to what could be found in the City’s current zoning with more parking for larger structures and less parking for smaller structures. Commissioner Wheeler inquired as to how many jobs would be created as a result of the Mr. Weinman commercial component of the plan. thought there would be approximately 150 jobs created. CommissionerCockburn asked if the plan would require the parcels that have 100% Mr. Goroch allowed coverage to use pervious pavement. said they would like to go in Mr. Monson that direction but nothing has been finalized as to requiring it. added that the use of plantings would help to reduce the amount of surface water runoff. Commissioner Kosusko asked if the removal of stormwater retention ponds were Mr. Goroch because of the increase in Low Impact Development uses. explained that the ponds were removed to allow for increased density on the site and the stormwater would be redirected to pipes underneath the pavement but the design team would prefer to use pervious pavement. Andrea suggested compiling an amendment matrix for the commissioners refer to when it is time to make a motion and expeditiously facilitate the public hearing without requiring the consulting team to reprint documents. The commissioners were in agreement on this item. Commissioner Kosusko expressed concern for the success of potential commercial given the limited parking, as well as concern for a successful commercial component drawing business away from the Oyster Bay Neighborhood Center. The consultant team felt that, with proper design, limited parking in a walkable environment would not pose a problem, and if the Bay Vista commercial site was successful, it would act as a catalyst for potential customers to seek more retail further east on Kitsap Way. Commissioner Wheeler asked if the consultants had any plans to increase bus service to Bay Vista to ensure the “urban village” style of this project. The consultants replied that, while they understand the importance of enhanced bus service, they are not aware of any additional buses being added at this time and referred the commission to Kitsap Transit. Commissioner KosuskoMs asked about the new location of the community center. . Austin gave an overview of the current community center’s specifications and what is proposed, along with an explanation of the change in topography to accommodate the new community center site. Planning Commission Meeting December 16, 2008 Page 2 of 4 DRAFT FOR APPROVAL ON 1/20/09 Commissioner Kosusko inquired as to the large amount of surface parking near Oyster Mr. Monson Bay Road. explained that it was to support the multi-family units located in that area. Commissioner Kosusko expressed concern over the addition of five single-family homes that appears to impede the view of the bay, hence the name “Bay Vista”, a feature Mr. Monson of importance to the project. replied that the home sites are actually lower topographically than the designated vista area and would not block the view of the bay. Commissioner Kosusko asked about the status of the addendum to the Environmental Mr. Weinman Impact Statement (EIS). replied that city staff would be completing the addendum and submitting it to the State and HUD for both SEPA and NEPA compliance. Commissioner Kosusko’s final question was regarding the changes made to a neighborhood square or park. The consultant team explained that changes to the basic infrastructure, such as removing a dead-end street, resulted in an overall change in that part of the project; the neighborhood square is still there with a more compatible neighborhood setting. Chairman Mosiman asked what precautions had been taken to prevent a large commercial presence from taking up a significant portion of the commercial element. Mr. Monson replied that in this sub-area plan, retail/commercial sites are to be modest with a definite definition of what ‘modest’ means, as well as clearly defined regulations in the development agreements of these commercial sites in the event the Bremerton Housing Authority is not the commercial developer. There are also geographical constraints that would not support a large commercial site. Mr. Weinman Having no more questions or comments from the commission, concluded his presentation. VI. Business Meeting A.Chairman’s Report:None . B.Director’s Report: AndreaSpencer, Director of Community Development, reported that the Boundary Review Board (BRB) invoked jurisdiction on the SKIA North Annexation and are set for a public hearing on December 19, 2008. The BRB has also invoked jurisdiction on the SKIA South Annexation and are scheduled for a public hearing on that item in late January 2009 and will render a decision at the end of February 2009. The rezone of Fire Station #2 in on track and set for adoption by City Council in January. Staff had declared an emergency in the Comprehensive Plan docket to process the Bay Vista Sub-Area Plan which will be presented to City Council at the same time as the rezone. The declaration of emergency is in response to the time constraints of the HOPE IV Grant that is funding the Bay Vista redevelopment. Planning Commission Meeting December 16, 2008 Page 3 of 4 DRAFT FOR APPROVAL ON 1/20/09 The 2009 budget was adopted by City Council f on December 3, 2008 with few changes. The most obvious change will be that city offices will be closed to the public on Fridays to allow the reduced staff uninterrupted work time. The Downtown Sub-Area Plan has been submitted for the Vision 2040 award through Puget Sound Regional Council. C.Old Business: Staff is still researching the options for having all commission terms expire in the same month on staggered years. D.New Business: Pam Bykonen, Commission Clerk, reminded the commissioners that officer elections will take place at the next regular Planning Commission meeting on January 20, 2009. VII.
