A.Call To The Public.
(public comments on any item not on tonight’s agenda)
Chairman Mosiman
asked if there were any comments from citizens. Seeing none, he closed
this portion of the meeting.
B.Public Hearing:Nicole Ward, City Planner,
presented the proposed amendments to the zoning
code. She reviewed the current setback and landscape requirements for the Commercial Corridor
areas which were adjacent to residential uses and explained how the requirements were too
restrictive in some areas and did not provide the intended buffering in others. She proposed
reducing the setback from 60’ to 10’ – 20’ and increasing the amount of vegetative screening and
fencing. Also, setbacks could be increased depending on the height and bulk of the commercial
structure. The landscape requirements would be consolidated into a single chapter in the zoning
code and the maintenance of the landscaping will be monitored by Code Enforcement.

Chairman Mosiman
opened the Public Hearing and asked if there were any comments from
.
citizens
John T Taylor, John L. Scott Real Estate, Poulsbo:
“I’m here representing a client named
Dobson. I would just like to go on record as expressing appreciation for Nicole Ward’s work on
this setback issue and give it our full support, as written. Thank you very much.”
Chairman Mosiman asked if there were any further comments from citizens. Seeing none, he
closed this portion of the Public Hearing.
Commissioner Kosusko
asked for clarification on how the setback landscaping would be
Nicole
monitored by Code Enforcement. explained that the Code Enforcement process is
typically complaint driven, meaning someone would have to complain about the landscaping or
lack of landscaping before Code Enforcement could respond, although Code Enforcement action
could be initiated by a City of Bremerton employee. She assured the commission that the Code
Enforcement officer would be flexible regarding types of landscaping installed versus what was
shown in the landscaping plan, such as a pine tree planted where a spruce tree was shown on the
plan.
Commissioner Streissguth
asked if the City required a maintenance bond be posted for five
years to ensure compliance with the landscaping plan. Nicole explained that posting a
maintenance bond was not required at this time to keep the process less complicated.
Commissioner Wheeler
asked if the City had ever required a maintenance bond on landscaping.
Nicole
said it had not. Commissioner Wheeler asked about the reference to setting aside 125% of
the cost of the landscaping. Nicole explained this requirement was made only when the
developer wanted to occupy the building before the landscaping was complete; for example, if
occupancy were to occur in January when most plants would not survive installation.
Commissioner Cockburn
asked why the code requires the use of the common name of plants on
Nicole
the landscaping plan instead of the Latin name. suggested changing the language of the
code.
Commissioner Kosusko
pointed out a typographical error on page 8 under “Plant Type and Size
(3)”; the word “inch” needs to be removed from the description.
Commissioner Streissguth
asked for more information regarding maintenance bonds and how
Andrea Spencer, Director of Community Development
the City tracks them. , said the City is
working on a better process for tracking bonds for Community Development as well as Public
Works. Once improved procedures are in place to track bonds the code could be updated. The
guarantee on page 5, section i(1-3) is monitored and triggered by the issuance of a Temporary
Certificate of Occupancy, and is only utilized for short periods of time such as months and not
years.
A motion was made by Commissioner Streissguth and seconded by Commissioner Kennedy
to recommend adoption of the Zoning Code amendments that relate to setback and
landscape requirements in Title 20 for commercial properties adjacent to low-density
residential zones for City Council adoption.
Called for a vote: Commissioner Cockburn: Yes;
Commissioner Hoell: Yes; Commissioner Kennedy: Yes; Commissioner Kosusko: Yes;
Commissioner Streissguth: Yes; Commissioner Wheeler: Yes; Chairman Mosiman: Yes. The
motion carried.

Workshop
C.
1.Traffic Analysis. Geoff Wentlandt, Senior City Planner,
gave a PowerPoint presentation
of the traffic analysis being conducted as part of the Downtown Regional Sub-area Plan. This
analysis will be presented to City Council at the study session scheduled for March 12, 2008.
The analysis primarily focused on five key intersection during peak hours: Warren Avenue &
thth
Burwell Street, Warren Avenue & 6 Street, Washington Avenue & 6 Street, Washington
th
Avenue & the Manette Bridge, and Warren Avenue & 11 Street. Current traffic models were
compared to future traffic models, with and without mitigation, and how it will impact the
existing street network. Each intersection was graded according to its ability to handle current
and future traffic congestion with “A” being no congestion ever and “F” or higher as failing; the
goal is to maintain intersections with C through E ratings to encourage people to seek alternate
transportation such as walking, biking, or taking the bus. Parking availability was not figured
into this analysis. Geoff explained that this was not a complete report and expects the consultant
to have a completed draft around the end of February or beginning of March, 2008. As this is an
engineering item, it will not return to the Planning Commission for approval.
2. Historic Transfer of Development Rights Program. Geoff Wentlandt
presented the main
idea behind the Transfer of Development Rights (TDR) program: In exchange for a recorded
“promise” to preserve a residential structure of historical significance within the Highland
Overlay, the right to develop that property (the “sending” site) may be sold to a property in the
adjacent MR-1 zone (the “receiving” site) to increase its height up to 80’. The City would be
involved only in the capacity of setting the rules and not in the monetary transfer between
property owners. It is hoped to include natural areas in a TDR program in the future; CTED is
reviewing that possibility, specifically looking to Bremerton and other jurisdictions for potential
program participation.
Chairman Mosiman
closed the Public Meeting.
VI. Business Meeting
A.Chairman’s Report:None
.
B.Director’s Report: AndreaSpencer, Director of Community Development,
reported
that the position of Planner I has been offered and accepted by Lindsey Sehmel, a graduate of
UW Tacoma.
Potential consultants for the Manette Sub-area Plan have been reviewed and the top three will be
interviewed the first week of March.
The Mayor underwent back surgery and should be back to work by next week.
Staff will be advertising for a consultant to work with the City and the Bremerton School District
to locate a new middle school site; this is part of the $125,000.00 grant Community Development
received from CTED.
C.Old Business:None
New Business: Commissioner Streissguth
D.asked about developing a work plan for the

waiting for City Council to complete their list of work items before scheduling additional
training or workshops.
