Bay Vista Redevelopment Presentation: Richard Weinman, Consultant to the Bremerton Housing Authority, presented an overview of the proposed amendments to the Bay Vista Sub-Area Plan. The Bremerton Housing Authority was recently awarded Planning Commission Meeting November 18, 2008 Page 1 of 3 DRAFT FOR APPROVAL ON 12/16/08 the HOPE IV Grant to aid in the redevelopment of the former West Park site, now named “Bay Vista”. The amendments to the sub-area plan are driven by increased knowledge of the site, a desire for increased density to support project financing, and increasing the commercial element of the site. The plan still supports a mixed-use, mixed income, pedestrian oriented community. The relocation of a City fire station is separate from this sub-area plan; however the amendments include expanding the plan boundaries to include the fire station property. Commissioner Hoell expressed concern regarding increased traffic along Kitsap Way Mr. Weinman due to the larger commercial area. explained that current traffic studies showed the increased commercial would not affect the overall congestion of the intersection; some mitigation would be required at intersections related to the development to stay within the City’s standards. Commissioner Wheeler asked how the Bremerton Housing Authority will transition Mr. Monson from owner to landlord. explained that it would be treated as any developer/development where the original owner (the developer) sells lots to new owners and a homeowners association will be established. The Bremerton Housing will retain ownership of 192 units and therefore have a voice in the homeowners association. Mr. Weinman concluded his presentation. After some discussion, the commissioners agreed that it would be beneficial to hold an additional workshop on this item on December 16, 2008, with a Public Hearing at the regular January meeting. VI. Business Meeting A.Chairman’s Report:None . B.Director’s Report: AndreaSpencer, Director of Community Development, reported that the City Council had adopted the 2008 Comprehensive Plan Amendments as well as approving moving forward with the SKIA North and SKIA South annexation. The City of Port Orchard has asked the Boundary Review Board to invoke jurisdiction on both annexations and at this time SKIA North public hearing will be held on December 19, 2008, and a future time will be set for review of the SKIA South proposal. The draft budget for 2009 will be presented to City Council for adoption on December 3, 2008. It is proposed to cut three full time employees from Community Development and close the front counter on Fridays. The Manette Sub-Area Plan is continuing to move forward although at a slower pace. Commissioner Kosusko had been the designated Planning Commission representative but because of his recent move out of Manette, Commissioner Wheeler will take over as the designated representative and be a part of the stakeholders group, now called Key Communicators. The Key Communicators will be holding small, informal meetings to gain public input of the proposed sub-area plan. It is hoped to have the Manette Sub- Area Plan completed by the mid-2009. Planning Commission Meeting November 18, 2008 Page 2 of 3 DRAFT FOR APPROVAL ON 12/16/08 DCD staff is working cooperatively with the Bremerton School district in the study of the potential for a new West-Bremerton middle school and the potential for co-location of a community facility in conjunction with the school. Preliminary findings show that a stakeholders group supported locating the school in an urban setting which translates to no long distance bussing for their children, as well as the financial benefit of siting the school where infrastructure is already in place. Work will continue on this project through the first half of 2009. C.Old Business:None . D.New Business: Pam Bykonen, Commission Clerk, asked for the commission’s st approval to make all of the commissioner’s terms expire on December 31 of expiration year. A clerical error some time past did not include the completion of unexpired terms by new commissioners, but instead “started the clock” when the new commissioner was confirmed. After much discussion on the accuracy of that action, it was decided that more research by staff was needed to determine length of service of previous commissioners. VII. Adjournment Meeting was adjourned at 7:01 p.m. The next Regular Meeting is scheduled for December 16, 2008. Respectfully submitted by: _______________________________________ Andrea Spencer, Executive Secretary Approved by: _______________________________________ Bill Mosiman, Chairman Planning Commission Meeting November 18, 2008 Page 3 of 3
