B. Public Workshop:
1. Minor Amendments to the Shoreline Master Program: Geoff Wentlandt, City
Planner, began the staff presentation on the changes to the Shoreline Master Program.
He reviewed the following proposed changes:
• Remove old SMP buffers; new buffers are listed in the CAO.
• Remove 25% view corridor in residential areas.
• Minor changes to shoreline designations to match the Comprehensive Plan.
• Areas designated for public access.
Commissioner Friedberg -Nerf noted an error on page 3 -6 regarding the description of
the Oyster Bay shoreline area.
It was suggested to clarify the abbreviations of areas and to include page numbers where
other documents and sources are cited.
Commissioner Friedberg -Nerf asked how a transitional space at the opening to Oyster
Bay came to be. Geoff explained that there was a need for a transitional restriction of
docks and piers because of how narrow the opening to Oyster Bay is. Commissioner
Kosusko commented that, to his knowledge, the Army Corp of Engineers (ACE) has the
final say as to how much a waterway can be obstructed. Chris added that, although the
ACE may agree to a larger dock/pier, there had been objections from neighbors.
Commissioner Friedberg -Nerf asked if there was any conflict between the smelt
spawning beds along Marine Drive and the docks and piers that are in the same area.
Geoff said there were additional regulations in the Shoreline Master Program and the
Critical Areas Ordinance to deal with known spawning areas.
Geoff concluded the workshop, noting that staff will continue to work on the Shoreline
Master Program with the input of other city departments as well as citizens.
Chris asked the opinion of the Commissioners regarding the park an 9 tli Avenue. The
Mayor would like to do away with the parking area and encourage residents to access the
park on foot. The Commissioners agreed, adding that the parking was a negative aspect
to that park and inquired about creating better access to the beach.
Commissioner Cockburn asked for public comment on this item.
Dick Bruskrud, 1102 Shore Drive: "I have a few comments. First I'd like to mention,
at the very end of this meeting I was very happy to hear that staff is going to look more
toward some public input on the revision to this ordinance. This came as a complete
surprise to me; I was actually searching the website for something else and found the
letter that went out to stakeholders and had no idea that shoreline was even being revised.
I'm not sure if I missed it in the paper — I try to read the paper every day but I don't
always read the legal issues. So I have a very big concern that we do address the public,
even though I have a lot of confidence in staff and the Planning Commission. To begin
with, there seems to be a couple of issues — I didn't really have a lot of time to review this
document. I looked on the website this morning at 8:30 and it was not posted. I got a
copy of it this afternoon and read it on my way back to Bremerton. I'm not real familiar

with it and I'm sure I'm going to have a lot of holes in this. I am somewhat concerned
with the view corridor issue. I think that is something that is to the public benefit. I'm
not sure if it was worded right; I do know that other jurisdictions have instigated public
view corridors to very good success, and actually, even public access. The street end
inventory that I saw on the map, especially the one right up there in East Bremerton that
I'm very familiar with, is missing a lot of street ends and so I think we really need to go
back and look at the inventory of street ends and their importance to the local residents of
the neighborhood and their access to the water. The one that was mentioned on 11
Street actually, at this particular time, has been encroached by both property owners on
each side. The other thing that I have not really had a chance to look at at this point is
there's a lot of cross- references to the Critical Areas Ordinance and the Zoning Code and
perhaps those ordinances would alleviate some of my concerns over the view corridors
and other issues that have arose through my very quick review of the document. So I
hope that we are going to have so9k more public input and some time to review the
document thoroughly because our shorelines are a very big asset to this community and
we need to protect those for the good of all. Thank you."
Commissioner Cockburn asked if there were any more comments from citizens. Seeing
none, he closed the Public Meeting.
Vt. Business Meeting
A. Chairman's Report: Commissioner Cockburn noted that part of the Jacobsen Estate
was for sale and he had contacted City Council to see if there was interest in purchasing
the property to make a waterfront park.
B. Director's Report: Andrea Spencer, Planning Manager, reported that City Council
approved most of the zoning code amendments with a couple items being put on hold for
additional information.
Chris reported that staffing was down three positions, but applications have been
received and interviews should take place before the next meeting. He also reported that
City Council is still deliberating the height standard in the Pleasant Avenue/Highland
Avenue part of Downtown, and Chris had discussed the multi- family tax incentive to
achieve multi - family in Centers; this was received with mixed reviews. More
information is needed before an ordinance can be crafted. The annexation program has
begun, focusing on properties up to Riddell and over to the west end of Sylvan Way
where utility agreements currently exist. This will help annexation in those areas occur
more smoothly. There are several areas such as West Park, Manette, and City Villas that
are anticipating sub -area planning. Staff is waiting for City Council to set priorities for
sub -area planning.
C. Old Business: None.
D. New Business: None.
