Land Subdivision Regulations: Andrea Spencer, Planning Manager, began the staff presentation on the Land Subdivision Regulations with a summarization of the proposed chapter to be added to the Bremerton Municipal Code's Land Use section. A Planning Commission Meeting August 15, 2006 Pagel of 3 detailed description of the proposed chapter and amendments to Chapter 20.02 had been distributed to the commissioners prior to the meeting. Chris Hugo, Director of Community Development, reminded the commissioners that the new chapter was procedural; building and lot standards are located in other sections of the Zoning Code. Chairman Cockburn asked if the process is simplified if the subdivision is nine lots or less. Andrea said it was and elaborated that most jurisdictions require the more complicated formal platting processes for subdivisions over four lots. This code provision for nine -lot short plats is consistent with Kitsap County. Commissioner Mosiman asked why a licensed land surveyor was not needed for a Boundary Line Adjustment. Andrea explained that a licensed surveyor must produce the drawing but did not need to physically mark the property. A subdivision would require a surveyor on site marking the created lots whereas a Boundary Line Adjustment is simply moving an internal property line on an existing lot. Chairman Cockburn opened the Public Hearing and asked if there were any comments from citizens. Seeing none, he closed this portion of the meeting. Chairman Cockburn closed the Public Hearing. A motion was made by Commissioner Streissguth and seconded by Commissioner Hoell to recommend that the City Council adopt the new BMC Chapter 20.12, Land Division Regulations, as shown in Attachment I and modify BMC Chapter 20.02 Project Permits to update references to the new subdivision regulations as shown in Attachment II and as each is revised in Amendments I through IX.
