V. Public Meeting
A. Call To The Public (public coinrnents on any item not on tonight's agenda).
Commissioner Streissguth asked if there were any comments from citizens. Seeing
none, she closed this portion of the meeting.
B. Public Hearing'. Matthew Keough, Planner, gave an update of the Critical Areas
Ordinance. Meetings have been taking place since February and occur every other week
and cover a variety of topics such as wetlands, view corridors, etc. The Department of
Ecology gave a presentation at the last meeting on wetlands and Matthew invited the
Commissioners to view that PowerPoint presentation when it is shown for the City
Planning Commission Meeting May 17, 2005 Page 1 of 3
Council members. Also, through public outreach, the committee has tried to bring about
more public awareness of the critical areas in our community. The focus now is to come
up with a clean draft to present to the Technical Review committee.
C. Workshop: Update on Zoning Package Three.
Paul Rogerson, Planning Manager, reviewed Zoning Package Three outlined in the
handout Paul had distributed before the meeting. He explained each item and how the
new Title 20 will be laid out, starting with the permitting process and going on to items
such as subdivisions, the shoreline master program, SEPA, etc. followed by the actual
zoning code, Chapter 20.40. Zoning packages one and two have been reviewed by the
Planning Commission and adopted by City Council; they are "on hold" until the complete
zoning chapter and map have been adopted by council before it is fully implemented. It
is hoped to have a workshop on Package Three at the next meeting [in June] with a
Public Hearing in July and full adoption and implementation by the end of the summer.
Staff is still working on the final details of the packages.
Commissioner Kosusko asked if there was any intent to having zoning that will
accommodate higher education. Paull said that such a designation is expected and if it
was left off the list it was an oversight.
Commissioner Cockburn asked about the downtown area [in the zoning code] being
reserved. Chris Hugo explained that the Comprehensive Plan is fairly generic in terms
of the downtown regional center and it will require neighborhood input and additional
staff work to list the specific requirements of the downtown center.
Commissioner Streissguth suggested having the workshop for zoning package three in
June, the public hearing for that zoning package in July, and "doubling up" on workshops
in July for the remaining zoning packages to hopefully conclude this process by the end
of summer.
VI. Business Meeting
A. Chairman's Report: Commissioner Streissguth reported that Commissioner Cockburn
has been reappointed to another terra with the Planning Commission.
There had been discussion at a previous meeting about presenting items that require
action in an ordinance format. Commissioner Streissguth and Chris had not had a chance
to speak with Roger Lubovich on this matter and they are still working on a procedure to
streamline the motion malting process.
The letter received from the Bortel's [regarding street width] had been forwarded to the
City's Public Works Department for action.
Commissioner Streissguth invited all Commissioners to forward to her or Chris items or
updates to be included on the agenda for future meetings.
Commissioner Streissguth had attended the Downtown Revitalization Training Institute
with council member Wendy Priest. The Planning Commission has been asked by City
Planning Commission Meeting May 17, 2005 Page 2 of 3
Council President, Daren Nygren, to do a workshop with the City Council; once a date is
selected, Commissioner Stroissguth will forward that information to the other
Commissioners.
B. Director's Report, Chris Hugo reported that the Department of Community
development has been going through a lot of changes with focus on the zoning code
update to go with the Comprehensive Plan. He spoke of an article in the newspaper that
reflected positively on the centers concept that staff and the Planning Commission had
worked. on. The next challenge will be getting through the Critical Areas Ordinance
update by the end of the year.
As for staffing, the annexation staff has been hired and will begin the annexation process
before the end of the year. Two new planners, Geoffrey Wentlandt and JoAnn Vidinhar,
have been hired to complete staffing in that area. The Black Grant program is fully
staffed; Hugh Morgan and Betsy Howe will be introduced at a later meeting. Finally,
Paul Rogerson has tendered his resignation to take the position of Director of Community
Development for the City of Sunuler.
Chris encouraged the Commissioners to bring new ideas and opportunities to learn to the
Planning Commission meetings; not every meeting will be about drafting proposals and
this would be a good time to bring in guest speakers, etc.
C. Old Business. None.
D. New Business: Neither Commissioner Streissguth nor Commissioner Cockburn
will be able to attend the June 21, 2005 meeting; Commissioner Kennedy offered
to chair that meeting.
VII. Adjournment
Meeting was adjourned at 6:31 p.m. The next Regular Meeting is scheduled for June 21, 2005.
