none, she closed this portion of the meeting.
B. Public Hearing: Paul Rogerson, Planning Manager, gave an overview of the staff
report which had been distributed to the Commissioners prior to the meeting. He
summarized a proposed change to §20.16.110, Adult Entertainment Businesses, to reduce
the standoff radii of adult entertainment businesses to 500 feet, from the previous
measurement of 1,000 feet. This change would affect all zones and uses listed in
Planning Commission Meeting March 15, 2005 Page 1 of 4
§20.16.110(a)(1)(i — v). Staff provided maps of West Bremerton showing the areas
affected by the change; West Bremerton is the only area of the city that could
accommodate adult entertainment businesses. There was concern regarding adding
licensed day care facilities and publicly owned recreational facilities. Roger Lubovich,
City Attorney advised the Commissioners that, if they have concerns regarding those
uses, they should be added to the list of uses under §20.46.110(a)(1).
Commissioner Kosusko noted that most of the areas available for adult entertainment
businesses were currently zoned IP (Industrial Park). Paul responded that the zones
would have to be rewritten to make sure they comply with the State Constitution.
Commissioner Streissguth asked for comments from the public. Seeing none, she
closed this portion of the meeting and moved on to Commission statements.
Commissioner Friedberg -Nerf asked for clarification on where the 30% rule comes into
play. Roger Lubovich explained that a business such as a video store can have up to
30% of their inventory be of an adult nature, as long as it is kept separate from the other
non -adult merchandise, and not be held to the zoning rules of businesses that are
specifically adult entertainment. This is regulated through the business license process.
Commissioner Friedberg -Nerf asked about residential areas that are not within the city
limits that might be affected by this ordinance. Paul replied that the City would have to
work with the County to address that situation if it were to come up.
A motion was made by Commissioner Kosusko and seconded by Commissioner
Kennedy to amend §20.46.110(a)(1) to add items (A) licensed daycare facilities and
(vii) publicly oivned recreational facilities to the list of uses, and to change the
standoff radii to 500 feet for all of the uses listed. Called for a vote: Cockburn: Yes;
Friedberg -Nerf: Yes; Hoall: Yes; Kennedy: Yes; Kosusko: Yes; and Streissguth; Yes.
The motion carried.
C. Workshop: Initial Zoning Strategy for GMA Compliance
Paul Rogerson, Planning Manager, reviewed the Zoning Strategy outlined in the
handout Paul had distributed before the meeting. He explained each item and discussed
sections of the existing Zoning Code that he recommends be recodified in the new zoning
package. He reminded the Commissioners that activation of the new zoning code will
not take place until a zoning map is adopted. Zoning Package 3 will not be discussed at
the next Regular Planning Commission Meeting due to the Critical Areas Ordinance still
needing work. Paul recommended having a Special Meeting to continue work on the
Zoning Package in a time efficient manner.
Commissioner Kosusko asked if the City of Bremerton will begin using a zoning permit,
similar to a Master Use Permit (MUP) that is currently used in the City of Seattle. Roger
Lubovich did not see that happening, but will look into it further.
Paul gave an update on the Critical Areas Ordinance. A "citizen working group" has
been formed, of which Commissioner Streissguth is a part, as well as a Technical Review
Committee. The citizen's group has met once, is scheduled to meet again on March 21,

2005, and has begun to look at aquifer recharge areas. Also, staff has begun to draft a
section on fish and wildlife habitats. It is hoped that there will be five or six new sections
to the code when this process is completed.
Paul Rogerson left the meeting at this time.
VI. Business Meeting
A. Chairman's Report: Commissioner Streissguth spoke briefly about a letter she had
received from a resident in the county who is concerned with street width. It was
generally agreed upon to forward the letter to the appropriate department(s) for follow up.
Copies of conference information were distributed to the Commissioners to let them
know of upcoming training opportunities. Also, Commissioner Streissguth passed along
information about Puget Sound Regional Council's membership meeting and awards
dinner. Congressman Norm Dicks is to be honored at this event.
B. Director's Report: Commissioners Streissguth reported she participated with staff
in interviews conducted Iast Friday for the two vacant positions in the planning
department. It is anticipated the positions will be filled in the next month following
the return of Director Hugo.
C. Old Business: None.
D. New Business: Commissioner Streissguth distributed copies of a proposed change to
Section 3 of the City of Bremerton Planning Commission By -laws, Ditties of the
Commission. A motion was made by Commissioner Kennedy and seconded by
Commissioner Hoell to adopt the proposed change to Section 3 of the Bremerton
Planning Commission By -laws to read as follows:

Called for a vote: Cockburn: Yes; Friedberg -Nerf. Yes; Hoell: Yes; Kennedy: Yes;
Kosusko: Yes; and Streissguth; Yes. The motion carried.
Commissioner Streissguth then reported that there had been some concern in the past
regarding what length of term a City of Bremerton Planning Commission should serve.
She had had discussions with the City Attorney and it was determined that Bremerton is
in compliance as a First Class City to have their Planning Commission members serve
terms of four years, staggered to prevent large turnovers at any given time.
The Commissioners then spoke of having "cover sheets" for items that are coming before
the Commission for action. It was unanimously agreed upon that staff would begin
providing these cover sheets to supply more exact language for motions. Commissioner
Kennedy also suggested implementing a consent agenda for approval of the agenda and
meeting minutes. Roger felt that if the Commission had .draft versions of proposals
before them rather than concepts it would reduce the chance of changes occurring before
items are brought before Council. It was generally agreed upon to have Commissioner
Streissguth follow up with Chris Hugo on these items to see if it would be feasible to
implement the items discussed.
VIL Adjournment
Meeting was adjourned at 6:33 p.m. The next Regular Meeting is scheduled for April 19, 2005.
