V. PUBLIC MEETING
A. Call To The Public (public comments on any item not on tonight's agenda).
Commissioner Streissguth asked if there were any comments from citizens. Seeing
none, she closed this portion of the meeting.
B. Public Hearing: Chris Hugo, Director of Community Development, gave a brief
overview of the agenda item requiring the Commission's decision. At the previous
meeting on December 21, 2005, Stanley Smith gave testimony regarding his property off
of Wheaton Way directly behind the Arby's restaurant. He owns two lots with duplexes
that are currently zoned Professional Office (PO) and Mr. Smith would like to have them
included in the proposed R -10 zone. Chris did not recall the Commission making a
recommendation to be forwarded to the Council along with the draft zoning package and
felt there should be. The Commissioners questioned Chris on the specifics of the
property and zoning scenarios, as well as what actions the property owner had taken up to
that point. Commissioner Streissguth recommended for the record the Commission
heard and understood the request but is choosing to forward the zoning package to
Council without amending the document per Mr. Smith's request. All Commissioners
were in agreement.
C. _Workshop: Paul Rogerson, Planning Manager, began the workshop with a recap of
staff's approach to Centers zoning and the chapters that had previously been reviewed by
the Commission. Before the start of tonight's meeting, Paul had distributed two new
chapters of the draft zoning package to the Commissioners. The chapters cover the Initial
District Center Core and the Initial Neighborhood Center Core. Paul reminded the
Commissioners that when the R -10 zone chapter was being reviewed, it was decided that
within centers designations, the minimum lot size could be reduced to 3,000 square feet;
the inference was that designated centers would have a core with a perimeter zoned R -10.
Using maps provided in the packets, Paul described each District Center Core and each
Neighborhood Center Core; there were no maps for the Kitsap Lake Reserve Center and
the Downtown Center. Commissioner Kennedy asked about the Evergreen Park area
and Paul reminded her that it is just outside the Downtown Center and would be
designated R-10.
Paul moved on to the zoning chapters in the Commissioner's packets. Starting with
Chapter 20.30, Initial District Center Core (IDCC), Paul gave an overview of items in
this chapter that differed from previous chapters; he read directly from the chapter and
highlighted areas of importance such as maximum front yard setbacks, development
bonuses, window requirements, etc. In reference to §20.30.060(B)(1), Commissioner
Kennedy asked about the indication of future additions to new construction to meet the
site design proposed in this chapter. Paul explained that the section was worded in that
fashion to establish the "footprint" of the building during this period of transition.
Commissioner Kosusko questioned the possibility of codes changing before the
developer finished the addition(s); Paul responded that it would be assumed the
developer could demonstrate the existence of a support structure that would allow for
additions, but said staff would work on the language of this section to make it clearer.
Chris noted a potential conflict in the wording regarding front yard setbacks in

{
§20.30.050(A), Dimensional Standards, and §20.30.060(B)(1), Site Design. There was
discussion by the Commission and Chris; it was generally accepted that the wording was
appropriate.
Commissioner Streissguth asked about parking requirements; specifically, should the
parking requirements for businesses along the Wheaton Way Redevelopment Corridor
and the Commercial Corridor (ICitsap Way) carry over to the Center Cores? Chris
thought the difference in parking requirements may be attributed to the uncertainty of the
availability of transit within the Centers. Paul remarked that staff was anticipating
another layer of planning for the corridors. Chris commented on the section regarding
on- street parking as being included in the parking requirement and suggested having the
City Attorney's office review it. Chris then spoke at length about small businesses
currently in a Neighborhood Business zone that would benefit from the new Center Core
designation in regard to parking requirements.
Commissioner Kosusko questioned having some of the residential care facilities listed
as permitted uses within a Center Core, given the residential restrictions within the center
core. Chris agreed with that observation and said staff would look into construction
regulations and the general wording of that section.
Paul moved on to Chapter 20.26, Initial Neighborhood Center Core (TNCQ. Paul
commented that this chapter is very similar to the previous chapter, including the
reference to residential care in the permitted uses section and cautioned that the same
concerns regarding this section may come up. Chris suggested re- categorizing
residential care to be more closely associated with residential uses rather than business
related uses. Commissioner Cockburn asked about the inclusion of funeral services in
the Permitted Uses Section [ §20.26.020(3)(a)], commenting that funeral services and
shoe repair services were not similar in any sense (both are listed in the same category).
Funeral services, as well as other entries, were existing uses. Reading directly from the
chapter, Paul continued, noting that the remainder of the chapter is virtually identical to
the District Center Core chapter, with the exception of a restriction on building size
[ §20.26.060(A)(5)]. Paul then summarized the information covered in this workshop and
asked how the Commission would like to proceed.
Commissioner Kennedy asked what would happen to the multi- family parcels in the
Manette area once the R -10 zoning is in place. Paul reminded her that it was understood
that with the implementation of the Centers, properties would be thrown into a
nonconforming status.
Commissioner Kennedy wanted to know why the boundary for the Manette
Neighborhood Center did not include a portion of land made up of a General Business lot
and a Multi - Family lot. Paul did not have a definite answer, but said that this was the
type of information to be included in the public process that could result in a change in
the proposed boundary. It was also suggested that the current use/zoning may have
played into the choice of boundaries.
Commissioner Kennedy commented that the residents in the Evergreen Park area have
been working on a neighborhood plan and consider themselves a Neighborhood Center;
Planning Commission Meeting January 18, 2005 Page 3 of 5
her questions were why weren't they considered a center and would it be possible to add
that area as a center? Chris explained that the Downtown Center demanded the attention
of staff at this time, but including the Evergreen Park area as its own Center may be
possible in the future; he then described potential development in the Evergreen Park area
that would enhance the existing neighborhood.
Commissioner Kosusko returned to the topic of the Manette Neighborhood Center
boundaries; he stated that additional property along Scott Avenue should be included in
the core.
Commissioner Streissguth asked if the Commissioners were ready to take the draft
zoning package to a public hearing. Chris reminded the Commissioners that they could
go to Public Hearing and deliberate afterwards; they would not have to finalize the entire
packet in place at this moment.
Commissioner Streissguth asked staff if they thought the R -10 designation was
appropriate as a holding for higher densities between the Centers or should a different
designation be use? Chris summarized the process of introducing neighborhoods to the
concept of higher density and explained how this process has to be incremental in order
to be Successful.
Commissioner Streissguth once again asked for the Commissioner's approval to take
the draft zoning package to Public Hearing.
A motion was made by Commissioner Friedberg -Nerf and seconded by
Commissioner Kosusko to schedule a Public Hearing for the Draft Zoning Package,
Chapters 20.30, Initial District Center Core and 20.26, Initial Neighborhood Center
Care on February 15, 2005. Called for a vote: Cockburn: Yes; Hoell: Yes; Kennedy:
Yes; Kosusko: Yes; Nelson: Yes; Streissguth: Yes; Friedberg -Nerf. Yes. The motion
carried.
Vl. Business Meeting
A. Chairman's Report: Commissioner Streissguth attended a workshop with City
Council on the initial zoning package. She appreciated the discussion and expressed her
gratitude for everyone who had worked on the package. Chris had also attended the
workshop and he anticipates the Council having issues with two items highlighted at the
workshop: The limitations on signs in the corridor environment, and the size limitations
on garages located on a large parcel. For the garage limitations, Chris thought there
might be a way to compromise, possibly by requiring the setback be several times the
building height, or something similar, to prevent the garage from being too close to other
properties; he plans to draft a document to that effect to present to Council.
B. Director's Report: Chris outlined the requirements for the new annexation planner for
the Department of Community Development and gave an update on the hiring process.
Potential areas for annexation under the Associated Urban Growth Areas are the Navy
Yard City "island ", the West Hills Industrial "island" near the top of Werner Road [Pope
& Talbot property], Sulfur Springs off of Tracyton Beach Road, property in northeast

Bremerton south of Sylvan Way, and Gorst. Hopefully this work will begin in 2005.
Other properties such as the Erlaud Point and the Rocky Point areas [which are not within.
the Urban Growth Area] were discussed along with the availability of services to those
areas.
Chris then reported meeting with County Commissioner Patty Lent and some of her
staff, Mayor Bozeman, Paul Rogerson, and [City Attorney] Roger Lubovich to tall: about
the newly adopted Comprehensive Plan, specifically the Future Growth section. There
was a general thought that the City's Future Growth Boundary extended to Barker Creek;
the specifics of this were explained and any misconception was cleared up.
Chris suggested having the Public Hearings and regular Planning Commission meetings
broadcasted through BKAT to increase public awareness of- the Planning Commission
and the work that is being accomplished.
C. Old Business: Commissioner Streissguth asked for an update on the public process of
the Critical Areas Ordinance; it was her understanding the schedule was tentatively set to
begin January 10 [2005]. Paul said he had spoken to Dri Ralph, Environmental Planner,
who said the public process would begin in February. Commissioner Streissguth asked
that when the schedule is revised the Commissioners should be notified so they could
update their calendars.
D. New Business: Commissioner Streissguth introduced the newest member to the
Commission, Lois Hoell. Lois works for Harrison Hospital and has lived in the
Bremerton area 17 years. Commissioner Hoell has been involved in many community
activities and enjoys volunteering which is how she chose the City of Bremerton
Planning Commission. Welcome, Lois!
