1. Continued Public Hearin —Zoning Code Amendment: Vice - Chairman

related to Electric Vehicle Infrastructure/Off-Street Parking Requirements. 14e asked for
any member of the audience who would like their comments on the record regarding the
Planniiig Commission Meeting March 15, 2013 Page I of 4
proposed amendments to come forward at that time. Seeing none, he closed this portion
of the public hearing.
C.
Andrea Spencer, Director of Community Development, explained that there had been
staffing changes within DCD and the information the Commission had requested in
February was not yet available. She reminded the commissioners that the Puget Sound
Regional Council (PSRC) document they were given at the last meeting contains
information on requirements that cannot be managed through the zoning code such as
ADA rules or length of time allowed per parking space.
Commissioner Jose asked if this delay would affect the July 1, 2011 deadline required
by the State for adoption. Andrea did not know if it would, but could use a Director's
Interpretation if an application for electric vehicle infrastructure came in before the
ordinance was adopted.
Commissioner Mosiman expressed appreciation for the extra time given to thoroughly
examine this item.
An additional Public Hearing on this item will be scheduled at a later date.
11. Workshop -- Shoreline Master Pro ram Update - Shoreline Designations: Nicole
Floyd, City Planner, gave a PowerPoint presentation on the next item in the SMP
update: shoreline designations. The presentation contained images of shorelines within
the Bremerton city limits as well as in Bremerton's associated urban growth areas
(UGA). Nicole explained that shoreline designations managed shoreline uses, much like
the :coning code manages land uses. Existing designations reviewed were: Residential
(single - family, multi - family), Downtown Waterfront, Urban Commercial, Urban
Industrial, and Urban Conservancy. Proposed designations were Isolated /Parallel,
Recreational, Aquatic, and Aquatic Conservancy. Nicole showed several examples of
existing shorelines that would be subject to changes in their shoreline designation,
including a five -acre buildable parcel that is proposed as Aquatic Conservancy.
Bremerton has been working with Kitsap County to determine designations for shorelines
in Bremerton's UGA to ensure compatibility.
Commissioner Streissguth asked about a photograph of a "pond" in Gorst where Viking
Fence is located. Nicole thought it was a stormwater detention pond and not a naturally
occurring pond, but she would research how it came to be.
Commissioner Tift asked about Aquatic Conservancy designated beaches along
Tracyton Boulevard where parcels were bisected by the street with homes on the north
part of the parcel and the shoreline on the south part, across the street. Nicole said that
even with a Conservancy designation, the property owners could still access the beach or
build stairs if needed.
Commissioner Streissguth asked about the Technical Advisory Committee and what
their time frame was. Nicole said that the committee met monthly and provided feedback
on whatever issue was presented and discussed at the previous meeting.

Commissioner Streissguth asked for an update on the SMP adoption schedule and what
were the next items to review. Nicole explained that the plan for the SMP adoption was
to meet with the Planning Commission every other month and provide the most current
information in a workshop setting. Creating policies and regulations are the next items
on the SMP schedule and should be presented to the Planning Commission over the
summer. Presenting a recommendation to City Council for adoption is planned for
October 2011.
Vice - Chairman Cockburn referred to an article in the Kitsap Sun regarding changing
the size of associated UGAs and asked it would affect the proposed shoreline
designations in Bremerton's UGA. Andrea said that the changes affect UGAs that are
mostly located in Central Kitsap, away from shorelines, and would not have an impact on
Bremerton's shoreline designations. Both Andrea and Nicole acknowledged how
productive the coordination of shoreline designations have been with all of the
jurisdictions and agencies involved, especially Kitsap County.
Vice - Chairman Cockburn invited members of the audience to come to the
lectern /microphone to ask questions or make comments on the record regarding the SMP
update.
Karen Danis, a member of the Citizen Advisory Committee, commended Nicole for the
work she has done on this project, but expressed concern regarding property owners
whose properties will have an Aquatic Conservancy designation. Ms. Danis felt that not
enough had been done to -date to involve and inform those property owners.
Commissioner Tift asked if it was the City's responsibility to ensure property owners
were "paying attention" to changes in land use and how did staff notify citizens of these
changes. Andrea explained that with all legislative updates, staff does its best to notify
citizens through paid display ads in the local newspaper, notifications on the City's
website, posted articles in e -news, informational slides on the public access channel,
BKAT and for this project, reusable bags with the shoreline website printed on them.
Resources are limited and it would be impossible to have staff canvass the city to inform
each resident of upcoming legislation. Commissioner Tift asked about mailing notices
to individuals. Nicole said that information regarding the Shoreline Master Program has
been included in the utility bills that get mailed to each residence that uses Bremerton
utilities. Commissioner Cockburn noted that during the Comprehensive Plan update
which changed some property's land use, it was nearly impossible to notify each person
that the change could affect or to persuade property owners to participate in public
meetings during the planning process. Andrea added that if staff personally notified one
property owner that had been singled out because of the property location, they would
have to notify all property owners in that same fashion, for example, a. personal letter or
telephone call. 1~acebook was suggested by an audience member and while it is a good
source for disseminating information, the City's attorneys will not allow its use for City
information because of potential risks in retrieving; public records. Nicole noted that the
owner of the five -acre parcel (the source of this discussion) is an interested party and has
been in contact with Nicole since the beginning of this planning process.
