B. 1. Workshop — Shoreline Master Program SMP — "Regulatory Al212roach
Options 2 ": Jan Cassan, SMP Consultant, Parametrix, began the educational
workshop with a PowerPoint presentation of the Shoreline Inventory and
Characterization. Shorelines affected by the SMP are located along the Puget
Sound, Lower Gorst Creek, Kitsap Lake, the Union River and Reservoir, and Twin
Lakes. Ms. Cassan explained the importance of compiling a complete shoreline
inventory and characterization was to ensure an accurate baseline when calculating

no net loss of shoreline function as a result of development. She gave an overview
of the different ecosystems that make up Bremerton's shorelines, as well as the
assumed cause and effects of rising sea levels. Maps were used to show areas of
Bremerton that ranged from dense forest to very urban, as well as areas containing
the region's aquifer recharge areas, creeks and estuaries, beaches, fish habitats,
overwater structures, and armored shorelines.
Reach level characterization allows staff to determine areas of shoreline that are
similar in usage, vegetation, public access, water quality, ecological functions, etc.
and to summarize the conditions and potential for restoration. The ranking system
for potential restoration refers only to shorelines within Bremerton's jurisdiction and
is not comparing shorelines region or countywide. Ms. Cassan used the Gorst
Creek, Lower Gorst Creek, local bays, and the Port Washington Narrows reaches to
illustrate how reaches are used to identify areas that have similar functions,
resources, levels of alteration, and restoration potential.
An initial draft of the inventory and characterization has been posted on the City of
Bremerton's Shoreline Master Program web site. Positive comments have been
received from resource agencies and citizens alike which will be incorporated into
the document and posted on the web site the week of November 22nd. Drafting
SMP policies and regulations will be the next step in the update process.
Karen Danis asked for an example, using a specific reach, of how no net loss would
be achieved to make sure the baseline has not been exceeded. Ms. Cassan said
that the process is not far enough along to be able to respond in specific detail
regarding mitigation, but the approach is to build on the existing baseline condition in
the inventory and characterization which tells what the overall level of function is on
Bremerton shorelines and looking at the entire set of reaches on the entire shoreline
to determine the level(s) of function(s) to develop a strategy that maintains that level
of function throughout all of the reaches in the City.
Karen Danis asked if past conditions will be taken into account when determining
the baseline. Ms. Cassan explained that the Shoreline Act requires comparison of
the existing level of function while recognizing prior impacts that could require
additional restoration plan components.
The PowerPoint presentation will be posted on the City's web site on November 17,
2010.
Nicole Floyd, City Planner, thanked the members of the citizen advisory committee
who attended tonight's meeting. The members of this committee will be working with
staff in 2011 on SMP shoreline designations, policies, and goals before the draft
document is presented to the Planning Commission.
