1. Workshop — Potential Zoning Code Amendments: Nicole Ward, City Planner,
gave a brief PowerPoint presentation on potential zoning code amendments that had been
discussed among staff and at previous Planning Commission meetings. Although there
were several items listed such as SEPA exemptions, wind turbines, doggy daycare and
residential parking, two stood out as most pressing:

• Amend BMC 20.40 Figure B to include Industrial Park and City Utility Lands as
appropriate zoning designations for the Comprehensive Plan designation of
Industrial. Currently there are several locations within the city that are zoned City
Utility Lands or Industrial Park that are designated as Industrial in the Comprehensive
Plan. It is believed that the omission of Industrial Park and City Utility Lands from
Figure B was an oversight and should be corrected. Five properties owned by the City
for public works facilities would be impacted by this amendment.
• Add "Community Facility" as a permitted use in the RIO, CCR, and MR residential
zoning districts with the same requirements as Worship and Religious Facilities to
ensure consistency as both facilities are similar in their uses. Each applicable section
of BMC Title 20 would be amended to read "... Worship and religious facilities and
community facilities ... ". A Community Facility is defined as "A facility operated by
a public agency or nonprofit organization for social gatherings, meetings, learning,
programs to promote economic independence or similar functions." (BMC 20.42.040)
Staff would like to make the necessary corrections and bring the amendments before the
Planning Commission in a Public Hearing at the regular March meeting.
Commissioner Streissguth suggested broadening the language regarding wind turbines
to include solar energy, fuel cells, etc., perhaps using the term "alternative energy
sources ". Andrea Spencer, Director of Community Development, suggested waiting
on this item until the Senate makes a decision as to whether or not permits would be
required to implement small -scale alternative energy facilities.
Commissioner Hoell asked for additional information regarding amendments to the sign
code. Currently, the sign code contains language that would allow the City to remove
non - conforming signs such as billboards after a certain period of time. Other
jurisdictions with similar language have been challenged so staff felt it prudent to review
this item.
Staff asked for general direction on the remaining items on the list of potential code
amendments. The Commission deferred to staff's discretion with the recommendation of
working on items that the citizens were most vocal about first such as residential parking
regulations and SEPA exemptions.
Chairman Cockburn closed the Public Meeting.
VI. Business Meeting
A. Chairman's Report: Chairman Cockburn spoke about a book he had recently read
titled, "When Giants Fall: An Economic Roadmap for the End of the American Era" by
Michael Panzner, which highlighted the coming importance of cities in the future when
providing services such as water and power to rural areas becomes too cost prohibitive.
He felt it tied in with the Planning Commission's role in increasing density within our
city limits as well as raising awareness for water preservation.

does for the City as well as how each section of the department intermeshes with the
others.
C. Old Business: None
D. New Business: Staff reminded the Commission about a roundtable discussion
opportunity to weigh in on the PSRC Transportation 2040. The event will be on
February 24, 2010 at 3 PM in the Sylvan Way branch of Kitsap Regional Library.
