V. Public Meeting
A. Call To The Public (public comments on any item not on tonight's agenda).
Vice - Chairman Hoell asked if there were any comments from citizens. Seeing none, she closed
this portion of the meeting.
B. 1. Public Workshop — Zoning Code Amendments: Nicole Ward, City Planner, gave a
PowerPoint presentation on proposed zoning code amendments regarding residential parking
development standards. Nicole is involved in the permit application process and residential
parking requirement is an issue that is often addressed. For this workshop, Nicole surveyed
several jurisdictions in and around Kitsap County for their residential parking requirements and
compared her findings to Bremerton's current parking requirements as well as the proposed
parking requirements. Proposed changes include allowing a driveway to be counted as required
parking space and reducing the side and rear yard setbacks to three feet. Staff uses a diagram of a
wide variety of lot configurations to determine what is a front, side, or rear yard. Any portion of
a property that abuts an alley is considered a rear yard regardless of which side of the house it is
on and having alley access reduces that setback to zero to encourage more off - street parking.
Currently, parking is not allowed in the first 15 feet of the driveway because it is considered to be
within the front yard setback; this requirement has been in effect since 1988 or before. One of the
goals in changing the parking requirements is consistency with comparable jurisdiction's
setbacks, including allowing parking in the driveway.

The commission discussed a variety of required parking space factors such as new versus existing
structures for remodeling projects, appropriate parking space size, and how to determine what,
where, and how large a driveway is. The general feeling was to make the residential parking
requirements easier to understand by residents applying for building permits and more consistent
with neighboring jurisdictions. The commission directed staff to create the appropriate
documents to present at a public hearing in May.
Vice - Chairman Hoell closed the Public Workshop.
VI. Business Meeting
A. Chairman's Report: None.
B. Director's Report: Andrea Spencer, Director of Community Development, reported that she
had received an email from John Cockburn asking for a leave of absence as he is not able to
regularly attend meetings until November. Andrea asked if Vice - Chairman Hoell would be
willing to assume the position of Chairman for the remainder of the year; elections for Vice -
Chairman will then be held at the May meeting. Vice- Chairman Hoell graciously accepted the
role of Chairman of the Planning Commission for the remainder of the year.
Because of a schedule conflict, Commissioner Mosiman is not able to participate on the yearly
CDBG Citizen Advisory Committee (CAC), so another volunteer is needed to attend the required
training and review applications. Through the application and review process, the CAC selects
non -profit organizations to receive project funding. A Planning Commission member serving on
the committee is a requirement for the funding selection process.
Puget Sound Regional Council (PSRC) will be holding its 2010 General Assembly and VISION
2040 Awards dinner on May 20, 1010 in Seattle. Invitations will be sent to all commission
members via email.
C. Old Business: None
D. New Business: Commissioner Kosusko suggested having a refresher course on signage
requirements.
