change in a land use designation, updates to the City Services element and appendix, and
updates to the Transportation element and appendix.
Planning Commission Meeting August 18, 2009 Page 1 of 3
Because of the adoption of the Manette Sub -Area Plan and the annexation in the South
Kitsap Industrial Area (SKIA) as well as minor cartographic changes, the official Land Use
map needs to be updated to reflect the current land use within the City of Bremerton.
There is a proposed change in land use designation for property located north of Kitsap Lake
along Kitsap Way near the Kitsap County boundary. Due to the surrounding land
designations and the limited use allowed on the site now, staff recommends re- designating
this area from Neighborhood Business to Limited Commercial but is seeking historical
information from the Commission before moving forward with a re- designation.
Commissioner Streissguth noted that the area was intended to be part of a future sub -area
plan and the zoning and allowed uses would be addressed during that planning process.
Currently, it is not anticipated that this area would achieve its full build -out within the next
20 years because of a lack of population growth. Staff does not intend to remove the Reserve
Center designation, but merely revisit the underlying land use to ensure appropriateness.
Commissioner Streissguth cautioned against a change in land use designation to
accommodate a single land owner /tenant, in this case, Red Apple Market, which has a non-
conforming status in the current land use designation, while acknowledging this is an area
that needs attention, perhaps in the form of incentives for businesses to be located there.
Lindsey reviewed the surrounding uses of light industrial, N.A.D. Park, and little residential,
to explain why a land use designation of Limited Commercial would be logical. She
encouraged the commission to forward to her any historical information that should be
included in the proposal.
The City Services element of the Comprehensive Plan needs to be updated to include newly
adopted plans from other departments such as Water, Waste Water, and Parks. Amendments
to this Comprehensive Plan element would include text to incorporate the new or updated
plans. Each plan section will also include an updated 2010 -2015 Capital Improvement
Program (CIP) for ease of locating information.
The Transportation element of the Comprehensive Plan will be updated to include text for the
newly adopted Non - Motorized Transportation Plan
The Comprehensive Plan Amendments are scheduled for a Public Hearing at the next
regular Planning Commission meeting in September.
2. Stormwater Management Plan Update: Larry Matel, Managing Engineer, Public
Works, gave a presentation on the updated Stormwater Management Plan. Mr. Matel had
initially reviewed the updated document in March, 2009, and returned with additional
revisions that reflect the suggestions made at the March meeting including comments
regarding the use of Low Impact Development (LID) for stormwater management. The
proposed capital improvement budget includes a line item of $150,000.00 to be used for Low
Impact Development projects to establish a mindset that the City is serious about LID.
Current street projects are incorporating LID practices on a smaller scale to give the
department a realistic snapshot of what types of bids contractors make and how the LID
projects measure up to traditional stormwater projects in the long run.
3. Commute Trip Reduction Program: Mike Mecham, City Engineer, Public Works
presented the Commute Trip Reduction (CTR) Program. The City of Bremerton approved an
updated Commute Trip Reduction Program in 1999 in order to reduce the number of single -
occupant vehicles and to encourage alternate modes of transportation to relieve traffic

congestion and improve air quality. Kitsap Transit is the lead agency for CTR in Kitsap
County and has contributed to Kitsap County's success in trip reduction by implementing
programs such as the "worker /driver" buses for Puget Sound Naval Shipyard employees and
the "Scoot" car for government center employees' use if they ride the bus to work but need to
run an errand in the middle of the day. Agencies with more than 100 employees must
participate in the CTR program. The goal is to have only 47% of city employees driving to
work alone and an average travel distance of seven miles by 2013. The implementation of
the Non - Motorized Transportation Plan, increased service to outlying areas by Kitsap
Transit, and other incentives offered by the Department of Transportation are some of the
means used to reduce the number of single - passenger vehicles on the roadways.
Commissioner Streissguth asked if any part of the program referred to re- implementing the
passenger -only ferry service for Bremerton. Mr. Mecham said that while passenger -only
ferries were discussed, he did not believe they were included in the CTR plan.
Chairman Wheeler closed the Public Meeting.
