RESOLUTION NO. 3160 REVOKING RESOLUTION NO. 3158 AND REJECTING THE KITSAP COUNTYWIDE PLANNING POLICIES AS ADOPTED BY THE KITSAP COUNTY COMMISSIONERS Andrea Spencer Community Development Director, summarized that on December 7, 2011, the City Council passed Resolution No 3158, ratifying amendments to the Countywide Planning Policies (CPP's) Following additional review of the CPP's policies for Essential Public Facilities (EPF) and the Washington Administrative Code (WAC), specifically WAC 365- 196- 550(3)(d), which describes that if an essential public facility and its location have been evaluated through a state or regional siting process, the county or city may not require the facility to go through the local siting process During the CPP update process, amendments to Element G were made to reflect consistency with PSRC's Vision 2040 The update did not consider recent changes to state regulations related to EPF Therefore, a comprehensive review and appropriate amendment of Element G is necessary to ensure consistency with state regulations At the study session on December 14, 2011, the City Council directed staff to bring a resolution that both revoked the previous ratification resolution and rejects the amendments to the CPP's until such time as Element G is appropriately amended Roger Zabinski Port of Bremerton Commissioner, felt it would be irresponsible for
