PUBLIC HEARING (1) — APPROVE BREMERTON TBD RESOLUTION NO 004, AUTHORIZING
A $20.00 ANNUAL VEHICLE FEE FOR THE PURPOSE OF FUNDING TRANSPORTATION
IMPROVEMENTS TBD Chair Wofford summarized that the board may approve a fee up to
$20, but fees higher than $20 requires a vote of the people Also, if the fee is adopted then the
only way to change or increase the fee at a later time would require a vote of the people Lastly, if
the fee is adopted then at the time of implementation there would be approximately three years
remaining in the life of the district unless changed by City Council and the TBD
Chair of the TBD Wofford opened the public heanng With no public comments, Chair of the TBD
Board Wofford then closed the public heanng
07.40.22 Main Motion to approve the resolution was made by Brockus, and seconded by Maupin
07:41:17 A -M /D (Runyon /) Move to amend TBD Resolution No 004 to authorize a $15 00 vehicle
license fee pursuant to RCW 36 73 065, subject to the Bremerton City Council committing 2012
Real Estate Excise Tax Revenue over the amount needed for debt service and current grant
matching, to the Street Division for the purchase of supplies and materials for street capital
improvements
Amending Motion died due to a lack of a second
Council Members then provided comments and concerns summarized as follows
Jim McDonald believed that the condition of the streets will continue to decline if action is not
taken
Adam Brockus expressed concerns about the fairness of the $20 fee when larger vehicles have
more impact on the streets than smaller ones
Cecil McConnell could not support further taxes on residents already paying a considerable share
of the load at city, county, state, and federal levels
Roy Runyon emphasized that his proposed $15 fee would have more appropriate based on
household median salaries of Bremerton residents, and hoped that the Council would make a
commitment to the Streets Division by locating funding sources for street projects of which REET
could be included
Will Maupin reiterated comments from neighbors and residents who support the fee to get street
repairs funded, and believed that there is greater recognition of the need for streets maintenance
Greg Wheeler expressed concerns about how the fee could impact lower income residents, and
believed that this fee would not provide sustainable funding over the long term
Page 1 of 2
Carol Arends could not support this measure since the citizens have already voted against the fee
previously, hoped that Council would consider coming up with solutions during the budget process,
and admired Finance and Public Works staff for their work in doing more and more with less and
less
Dianne Robinson asked how Public Works decided on the proposed project list Larry Matel
Public Works, explained that a consultant reviewed the condition of each street and related project
cost
Ms. Robinson was concerned that the TBD Board will be another level of government TBD Chair
Wofford clarified that 1 % or $0 20 of each $20 fee would be directed to the State for processing
fees, and of the remaining funds to be directed to the TBD, it is estimated that administrative costs
would be $5,000, and the balance would be used for streets projects
TBD Chair Wofford also emphasized that the costs for repair will continue to rise, and that this
issue needs to be addressed sooner rather than later
Roger Lubovich clarified that if the resolution is adopted, the fee would be implemented no
sooner than 6 months from the date of adoption At a later time, if Council amends its municipal
code and the TBD amends its charter, then the duration of the fee to be collected may be
extended
8:06:56 M /S /F (Brockus /Maupin) Move to approve Bremerton TBD Resolution No 004, authorizing
a $20 00 Annual Vehicle Fee for the purpose of funding Transportation Improvements, and further
authorize the fee to be collected for a term of 6 years from date of implementation or as otherwise
extended subject to an amendment to Chapter 11 25 BMC by the City Council and to the District
Charter by the District Board to extend the term, otherwise for a term as currently limited in Chapter
11 25 BMC and the District Charter
