7B — ORDINANCE NO. 5167 AMENDING BREMERTON MUNICIPAL CODE (BMC) CHAPTER 3.12
ENTITLED "ONE PERCENT FOR THE ARTS FUND" TO SUSPEND EXPENDITURES FOR NEW
ART UNTIL JANUARY 1, 2014 Andrea Spencer Community Development Director, explained that
on October 11, 2011, the City Council's Planning Committee met and discussed potential
modifications to the City's One Percent for the Arts Program It was felt that it would be in the best
interest to suspend expenditures from the One Percent for the Arts Program for the selection,
development, and placement of art to a later date due to the City's current budget constraints Ms.
Spencer also explained that Section 1 of the ordinance was amended to reflect that the Planning
Committee along with the Director of Community Development would now authorize expenditures
The committee discussed two options to suspend the program
1) Suspension of only expenditures for new art and applicable capital projects would still
contribute money to the program (at this time there are no projects that are scheduled for
contribution), or
2) Suspension of both expenditures for new art and applicable capital projects would also not be
required to contribute to the program
After much discussion, a majority of the Planning Committee (but not unanimously) voted to forward
to the Council an ordinance that reflects Option 1 above Other highlights of the proposed ordinance
include
a) Funds from the One Percent for the Arts Program can still be expended for the repair,
maintenance, and installation of our current One Percent for the Arts collection,
b) The terms of our current Arts Commissioners will be extended for two additional years
to cover the - period of suspension, and
c) The period of suspension can be shortened or lengthened by the City Council
