November 2, 2011 Department PWU- Forestry Presenter Bill McKinney Phone 360 473 5354 SUMMARY: Proposed contract is for construction of two pole -type roofs on two identical existing facilities at Biosolids Application Site 1 west of Gold Mountain Golf Course. The site has been permitted for biosolids application since 1989 through the Kitsap County Health District and the State Dept of Ecology The existing concrete structures were originally built and used for storage of liquid biosolids With the construction of the roofs, the facilities will be able to be used to store dewatered biosolids. This project will replace the existing dewatered storage facility adjacent to the Gold Mountain Golf Course Maintenance Facility and move biosolids storage operations further from the Golf Course. The contractor named below submitted the lowest qualified bid for construction of the two roof structures ATTACHMENTS: 1) Contract Documents; 2) Bid Results FISCAL IMPACTS (Include Budgeted Amount) Amount budgeted in 2011 Wastewater Capital: $125,000 (capital project 5342) APPROVALS: DEPARTMENT DIRECTOR CITY ATTORNEY FINANCE DIRECTOR: RECOMMENDED MOTION: Move to award the Public Works Agreement with Westmark Construction, Inc., Tacoma, WA for $ 80,178 29 , including WSST for construction of two wood pole roofs to be installed at the Biosolids Application Site 1 and authorize the Mayor to finalize and execute the agreement with substantially the same terms and conditions as presented STUDY SESSION ACTION: ❑ C n nt ndd General Business ❑Public Hearing -,,:z X COUNCIL PRESIDENT COUNCIL ACTION: ❑ Approve ❑ Deny able ❑ Continue ❑ No Action Form Updated 4118/2011 COUNCIL SUMMARY Contract Award for Construction of Biosolids Storage Roofs Contract Summary Public Works & Utilities has managed and operated a beneficial biosolids use program since 1989 The program utilizes 100% of the output of Bremerton's Wastewater Treatment Plant on Water Utility forest lands The benefits of this program are. 1) reduced operational costs, 2) increased growth to Water Utility timber stands, and 3) dependable solids management for the Wastewater Utility Part of the operations requires temporary storage of dewatered biosolids on the permitted site west of Gold Mountain Golf Course Since the development of the Olympic Course, the current covered area that has been used for storage is less than 200 feet from the edge of the Golf Course. This proximity can cause odors to drift onto the course. In consultation with both Public Works and Parks staffs, it was agreed to convert two former liquid storage ponds to be able to accommodate dewatered biosolids These existing facilities are'/ mile and % miles respectively from the Golf Course and will mitigate the potential for odor problems associated with the biosolids operations. All preliminary work has been accomplished by City forces and the remaining task is to construct pole -type roof structures to prevent rainwater from re- hydrating stored material Specifications and contract documents were prepared and advertised per City and MRSC Roster procedures Westmark Construction. Inc. of Tacoma. WA was the lowest responsive, responsible bidder with a bid in the amount of 180 (including sales tax) The Engineers estimate for this project was $75,000 Fiscal Summary $125,000 was budgeted in the Wastewater Capital Fund for this project. City Council Subject- Public Art Commissions Dear Council President Maupin With the recent attractive upgrades and improvements in downtown Bremerton, growing pains are likely and Bremerton is no exception Selecting quality art for permanent installation downtown seems to be fraught with temerity Hopefully with experience some of these decisions will become easier Your pronouncements in the Oct 6, 2011 Kitsup Sun article "Council Purchases 'Sun Scoop' for city" raises serious questions about the administration of the city art program and your ignorance of the cultural milieu in Bremerton First, you claim that in 1991 there were no artists capable of creating a large bronze monument for the centennial of the shipyard Nothing could be farther from the truth There were and are many artists available throughout Kitsap, Jefferson, King and Pierce counties who are more than capable sculptors to accomplish such a commission, including myself You also presume that you know something about the local art scene -- which obviously you do not What you and the Council did not do was advertise the commission availability, dust as the ferry terminal park was not adequately advertised so that you are stuck with some really BAD art In the future please place ads in the Kitsap Sun and with the local galleries about upcoming commission opportunities Further, dust because someone who works in Colorado has local relatives here doesn't qualify them as local Just because some distant artist is willing to cut his prices to the bone makes an unfair proposition with the other local sculptors who were denied that same opportunity As the founder of the Olympia Arts Commission many years ago, I would be happy to advise you, the Council, and the Bremerton Arts Commission on the proper procedures to run a public art competition Sincerely, Karsten Boysen, MFA, BA and BA in Edu 10/28/2011
