SUMMARY: Each decade, the US Government conducts a census of the nation's population
Following the census, City district boundaries are changed to reflect the current population with a
view to provide the public, as far as possible, with equal City Council representation
To formalize the new district boundaries, the City must hold a public hearing on the proposed
boundaries and then adopt the related ordinance The ordinance cannot be adopted for at least a
week after the public hearing A public hearing on the initially proposed district boundaries was held
on August 17, 2011 After public and Council comments, staff has developed a second proposal for
review Tonight's public hearing is to consider this second proposal and does not require any further
action until September 21, 2011, at which time the ordinance representing the second proposal will
be present for formal adoption
The new district boundaries information /maps are available on the City's web site Again, if the
public has objections to the new boundaries, they do have a 45 day appeal process through Kitsap
Superior Court after adoption of the ordinance
