6B — ORDINANCE NO. 5162 TO ADOPT THE AMENDED PROPOSAL MODIFYING THE
BREMERTON CITY COUNCIL DISTRICT BOUNDARIES Bill Eley Information Services
Manager, explained that each decade, the U S Government conducts a census of the nation's
population Following the census, City district boundaries are changed to reflect the current
population with a view to provide the public, as far as possible, with equal City Council
representation
To formalize the new district boundaries, the City must hold a public hearing on the proposed
boundaries and then adopt the related ordinance The ordinance can not be adopted for at
least a week after the public hearing A public hearing on the initially proposed district
boundaries was held on August 17, 2011 After public and Council comments, staff has
developed a second proposal and does not require any further action until September 21, 2011,
at which time the ordinance representing the second proposal will be present for formal
adoption
The new district boundaries information /maps are available on the City's website Again, if the
public has objections to the new boundaries, they also have a 45 -day appeal process through
Kitsap Superior Court after adoption of the ordinance
President Maupm opened the Public Hearing
Todd Best thanked the City Council for their new proposal to keep Forest Ridge Park and
Council Member Carol Arends in District 7
Faye Flemister asked how the proposed changes would affect current Council Members
residing in their districts Bill Eley explained that if the boundary changes moves a Council
Member to a different district, that Council Member would represent his or her district until the
changes go into effect in 2014
With no further comments from the public, President Maupm closed the Public Hearing, and
opened discussion to the Council emphasizing that no action will be taken until the September
21, 2011 Council Meeting
Roy Runyon asked Mr Eley to explain the criteria he used to modify the Council District
boundaries Mr. Eley explained that boundaries typically follow geographical features such as
streets, rivers or creeks, and property lines
Greg Wheeler asked a question about Census Blocks to accomplish redistricting criteria Mr.
Eley answered that the Census Blocks are areas containing population
Will Maupin commended Bill Eley for keeping neighborhoods together since neighborhoods
define the City, not districts
