SUMMARY: On July 22, 2011 City Council passed Ordinance No 5155 imposing a moratorium on
the acceptance of applications for any building, land use, or development permit or approval for
methadone treatment facilities The Ordinance provided that a public hearing would be held on
August 17, 2011 Following the hearing, the City Council will either move to reaffirm findings in
Ordinance No 5155 continuing the moratorium or move to terminate the moratorium
