SUMMARY: On April 24, 1951, the City and the Housing Authority of the City of Bremerton entered
into a Cooperation Agreement related to war housing that comprised the area formerly known as the
Westpark community BHA has undertaken an initiative to redevelop the area, now known as the
Bay Vista community The proposed Amended and Restated Cooperation Agreement updates the
provisions of the agreement to reflect the new community name, to clarify that the U S Department
of Housing and Urban Development (HUD) is successor in interest to the Public Housing
Administration (PHA), and allows for redevelopment of the site and adds Tara Heights (21 -unit public
housing development) to the agreement

FISCAL IMPACTS (Include Budgeted Amount) The agreement provides for a Payment in Lieu of
Taxes related to the new Bay Vista community and Tara Heights property

Move to approve the Amended and Restate Cooperation Agreement between the City of Bremerton
and Bremerton Housing Authority of the City of Bremerton and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented
