SUMMARY: This is a construction contract to rehabilitate nine (9) laterals and seven (7) manholes
along the 18" sewer main on Shore Drive The engineer's estimate for this contract is $250,000
There were four bids Stan Palmer Construction was the lowest responsible, responsive bidder in
the amount of $299,410 20 The City reserved the right to delete two bid items, the award amount
reflects this reduction The revised contract total and award amount is $249,237 00 (including sales
tax)

FISCAL IMPACTS This project is included in the 2011 Budget and is fully funded by rates The
2011 budget for the project is $250,000 With other project costs, including engineering, construction
management, and field support by operations maintenance staff, the total estimated project cost is
$290,000, which exceeds the budget by $40,000 The 2011 Capital projects budget for Wastewater
includes other projects that will be deferred to next year The deferred funds can be used to
augment the additional $40,000 needed for this current project without creating a need for a budget
amendment or without jeopardizing existing Wastewater activities and operations

RECOMMENDED MOTION:
Move to approve the bid for Shore Drive Lateral and Manhole Rehabilitation and authorize the
Mayor to finalize and execute the agreement with Stan Palmer Construction in the amount of
$249,237.00 (including sales tax) with substantially the same terms and conditions as presented
