SUMMARY: Public Works & Utilities is proposing entering into a site management agreement with Ratelco
Communications Services, Inc dba Day Wireless Systems (DWS) of Milwaukee, OR for the Cheryl Street
communication site This site is located near Reservoirs 15 and 18 on Water Utility land in East Bremerton
There is an existing 170 foot tower, a three room concrete block building and security fencing on site The
existing tower and buildings have been unoccupied since early -2010 The primary responsibility DWS will
have under this agreement is to market the site and secure tenants to maximize revenue to the City The
proposed term of agreement is five (5) years with provisions for extension and termination

FISCAL IMPACTS (Include Budgeted Amount) No revenue is currently being received from this
site. The object of the proposed agreement is to generate revenues from marketing and leasing to
prospective site users
