There is currently Saturday service and there is currently an agreement for specific "festival" Sundays (agreement already provided under separate cover) This discussion would add the remaining Sundays not already covered The intent is to spur economic development and tourism for both downtowns and the Port's manna There has not been a final determination as to whether this agreement would cover an 11 hour day or 8 hour day for the additional twelve Sundays. The additional three hours does have a fiscal impact to the participating entities as outlined below ATTACHMENTS: None FISCAL IMPACTS (Include Budgeted Amount) Estimates are that the Sunday foot ferry would cost $146 25 per hour For an 11 hour day for the additional 12 Sundays in question, the cost would be $19,305. For three entities, the cost is $6,435 per entity For an 8 hour day, the cost is $14,040. For three entities, the cost is $4,680 per entity It is recommended that the general fund non - departmental cost center be amended for $6,435 to cover the potential for an 11 hour day APPROVALS: DEPARTMENT DIRECTOR - CITY ATTORNEY FINANCE DIRECTOR RECOMMENDED MOTION: Authorize the Finance Department to amend the non - departmental cost center budget in the General Fund for up to $6,435 to fund the twelve additional Sundays for foot ferry service between Port Orchard and Bremerton STUDY SESSION ACTION: ❑ C sent Agend XGenerall Business ❑ Public Hearing r COUNCIL PRESIDENT COUNCIL ACTION: ❑ Approve ❑ Deny Table ❑ Continue ❑ No Action Form Updated 4118/2011 Page 1 of 1 Christine Grenier From. I have addressed your questions below as follows: 1 There are 12 Sundays not currently included in the Festival /Event Foot Ferry Services: June: 5, 12, 19, and 26 July: 3,10,17, 24, and 31 August: 14, 21, and 28 Example of Fees: 11 hours /day at $146.25 = $1,608.74 / by 3 = $536.25 x 12 (Sundays) = $6,435 per entity, per Sunday. The total for all 12 Sundays = $19,305 (not divided into thirds) Currently, as this is not a resolved issue, it is most likely that the three entities would split the cost of Sunday Foot Ferry Services for 10 Sundays. This will reduce each entity's proportionate share to $5,3 2. 2010 Funding In 2010, the City of Port Orchard, the City of Bremerton, and the Port of Bremerton agreed to equally split the costs of Festival Foot Ferry Services that fall on a Sunday and /or Holiday Monday: Kitsap Harbor Festival, Memorial Weekend — May 29th from 8 a m. to 7 p.m., and May 3oth from 9 a.m. to 4 p.m. Total bill was: $1,200.25 City's share was: $400.08 Fourth of July from 3 p.m. to 11 p m.
