SUMMARY: As discussed at the March 30, 2011 Special Council Study Session, the City will be
negotiating all four collective bargaining agreements this year to be effective beginning January 1,
2012 Summit Law Group is the consultant selected to assist the City with these negotiations
Summit is a Seattle law firm that specializes in employment and labor law and is extremely familiar
with Kitsap county labor issues
ATTACHMENTS: Professional Services Agreement with Summit Law Group
FISCAL IMPACTS (Include Budgeted Amount) The proposed contract caps costs at $50,000 This
amount should be enough to cover assistance on four contracts Summit's hourly rates are listed in
Attachment A This amount is budgeted in the Human Resources cost center
