Also, the occurrence of flashover causes an increased need for fir supr ssion, pe to mitigate the incident in a timely manner The following graph represents the stages of fire growth This gra h also identifies the time elements involved in flashover such as det c nand epogmg of the fire, dispatch processing time, and the fire de p ntjs res on a t!me SMOU uwalstclln .. atr a CUVM I s AFIES ova. • rnnals arvara arwcs FIREC • MGROVM 1 i 9M x DIfP17 am ^nl 1 1 Page 16 of 32 West Sound Fire and Rescue Regional Fire Protection Service Plan Emergency Medical Services A nationally recognized benchmark used for establishing fire department response objectives is developed based on life threatening medical emergencies Using life threatening medical emergencies as a basis for setting EMS response time performance objectives has become a fire and EMS industry norm The American Heart Association has shown that the likelihood of a patient surviving a life threatening medical emergency is improved if CPR and defibrillation are initiated within 5 minutes of the onset of the medical emergency The American Heart Association states "Brain death and permanent death start to occur in dust 4 to minutes after someone experiences cardiac arrest Cardiac arres an reversed if it's treated within a few minutes with an electric shoc to the heart to restore a normal heartbeat This process is called defibrilla# on. r ! victims chances of survival are reduced by 7 to 10 percent with eve menu that passes without CPR and defibrillation Few attempts at resuscitation succde after 10 minutes " Commission on Fire Accreditation Inter Frc t CF11) Belch ark Time Standards Benchmark travel invest ndarls represe or oal` for each agency to work towards through ystem i prove ents a Qu "rent or actual performance is reported in the S C as ba eline erforma ce and the time period specified The t on thi SOC r ort,`re lect SKF --and BFD baseline travel time for the year 2010 / Find EMS Responses — Priority 1 and 2 ' 1 Unit 2 nd Unit Effective Response Force Performance Urban CFAI Benchmark 4 minutes 8 minutes 8 minutes 90% Suburban CFAI Benchmark 5 minutes 8 minutes 8 minutes 90% Rural CFAI Benchmark 10 minutes 14 minutes 14 minutes 90% Page 17 of 32 West Sound Fire and Rescue Regional Fire Protection Service Plan Section 9 - Future Expansion of WSFR The prospective future expansion of West Sound Fire and Rescue shall consider the benefits of service delivery for WSFR and the merging agency.
