06:07:20 Motion to pass Resolution No 3138 was made by Runyon, and seconded by McConnell,
Discussion was then opened to the Council
Mr. Fridrikkson responded that the alley was purchased in 1957 for access to the reservoir site
and that area was not intended for public access
Mr. Runyon asked for the assessed value of the property and where the proceeds of a sale would
go, and asked if this area is a park, given that the area is used for recreational purposes Mr.
Fridrikkson responded $90,000 and that proceeds of a sale would go into the Water Utility Fund
for capital improvement project, and stated that the property is not on the list of protected parks, so
the property is not recognized as a park Mr. Runyon also noted that he supported a citizen
backed plan to purchase the property for their use
Mrs. Arends asked if the City was required to surplus the property before the City could do
anything with the property, including selling the land to the neighbors Mr. Lubovich confirmed
that was correct
Mr. Brockus reported that this issue was discussed at the last District 3 Neighborhood meeting on
March 29 and neighbors asked the City for more time to come up with a plan to purchase the
property for use as a neighborhood park
