work together "so no senior goes hungry " SIGNED this 1" day of March 2011 Patty Lent, Mayor America's Smartest Regions For Transportation I Smarter Cities Natural Resources Defense Council America's Smartest Regions For Transportation By Alice Henly Published February 23, 2011 The Natural Resources Defense Council's Smarter Cities project has named fifteen U S metropolitan regions leaders in transportation innovation and smart transit Empty coffers and rising gas prices may be the talk of the town, but cities across the country are finding innovative solutions to costly commutes by providing cheaper, healthier alternatives In Lincoln, Nebraska, a 2011 Smarter City for transportation, low - income riders pay a mere $7 50 for unlimited bus rides all month long Getting from place to place is more affordable in New York —at an average annual household cost of $5,289 —than in any other large city And at an average of 9,920 miles a year per household, New Yorkers travel fewer miles in the car than residents in any other region in the country besides Jersey City, New Jersey "By and large, 'location efficient' places – with essential services that are nearby or accessible by many transportation modes – lower transportation costs for residents," says Scott Bernstein, president of the Center for Neighborhood Technology (CNT) "Cities and regions that foster compact, walkable, transit -rich communities can reduce reliance on automobiles and help lower at least one expense for households struggling to get by in the current economy " Lincoln, New York and Jersey City are three of 15 metropolitan regions selected by NRDC's Smarter Cities team for their impressive and effective transportation programs The study, created in collaboration with CNT, compares and profiles U S cities based on public transit availability and use, household automobile ownership and use, and innovative, sustainable and affordable transportation programs "Innovative transportation programs that deliver a variety mobility options including integrated bike paths, bus, rail, and even vanpools not only benefit the environment, but they also enrich urban life by making city attractions and neighborhoods more accessible," says Deron Lovaas, director of Federal Transportation Policy at NRDC "By improving regional transportation policies we boost local economies, reduce air pollution, enhance quality of life, and even benefit public health by making walking and biking safer and more enjoyable for commuters " The Smarter Cities team sought advice from experts both in and outside of NRDC to develop its research plan And to ensure that the study encompassed the wider impacts of suburban and exurban commuters, Smarter Cities used U S census defined metropolitan regions as the basic unit of study The term "city" (or city /metro region) here is used in this broader sense and city profiles report on innovations in both municipal and regional transportation programs "it was crucial to first figure out the scope and focus of the transportation study, which raises the perennial, fundamental issue of whether to compare cities or regions," explains Kaid Benfield, director of NRDC's Sustainable Communities & Smart Growth and a Smarter Cities project advisor "Regional data often gives a truer indication of the environment of a place than jurisdictional boundaries as it encompasses commuters traveling both in dense urban city centers and in surrounding suburbs Yet municipalities and cities mostly act separately as instruments of policy, innovate more and are inherently more sustainable and 'smarter'" This transportation study is the second in the Smarter Cities series, which aim to inspire regions nationwide by recognizing and profiling what leading metro regions, cities and municipalities across the country are doing to make themselves more efficient, sustainable, and livable To identify these leaders, the Smarter Cities team focus on one sustamability factor at a time -- energy air quality or smart growth, for example -- and using quantitative and qualitative analysis, compare regions on their efforts to make themselves more sustainable The Smarter Cities team established a transportation sustainabdity factor independent from the energy and smart growth factors because of the sheer size and influence of the transportation sector 'While it's no secret that carbon pollution has risen steadily in recent decades, increasing 27 percent between 1990 and 2007, it isn't as well known that nearly half of that net increase has been due to increasing emissions from the transportation sector," notes Colin Peppard, deputy director of Federal Transportation Policy at NRDC "As a result, transportation currently accounts for 32 percent of the total carbon emissions in the United States " Y The team deliberately left out smart growth from this analysis, despite the fact that transportation and smart growth are so strongly interconnected that new domains like ' transit - oriented development have emerged "As smart growth is so significant, we thought we should treat it as its own sustainability factor," says Paul McRandle, senior editor of Smarter Cities, 'We plan to look at it next with the hopes of having our evaluation complete some time in the fall of 2011 " The 2011 Smarter Cities for Transportation listed in the sidebar above include large -sized metro regions, which met or exceeded five out of six criteria, and medium and small metro regions that met three out of three criteria The primary transit authorities in these top regions then must also have a minimum of three current sustainable transportation programs to be identified as top performers The selected transportation leaders exhibit some the nation's best and most innovative practices in transportation and make a strong case for the importance of a nationwide transit- focused, sustainable society By sharing the lessons they can offer through this analysis, Smarter Cities hopes to be able to encourage comparable efforts among their peers 2011 Smarter Cities for Transportation Large (population > 1 million) Boston, MA/NH Chicago, IL New York, NY Portland, OR Philadelphia, PA/NJ San Francisco, CA Washington, DC /MD /VA/WV Medium (pop between 250,000 —1 million) Boulder- Longmont, CO Honolulu, HI Jersey City, NJ innovative transportation practices and opportunities Bremerton lies in Kitsap County, Washington, just a ferry nde across the Puget Sound from Seattle With its semirural population, the region is an unlikely transit star Yet the needs of a far -flung disabled and elderly population and the demands of three commuter chokepomts —two state -run ferries to Seattle and the Puget Sound Naval Shipyard —have pushed regional providers to develop one of the most popular public transportation systems in the country "Probably about half our services are like [those in] the rest of the country" — conventional downtown buses that run on schedule —says Dick Hayes, executive director of Kitsap Transit the principal transit provider for Kitsap County and the wider Bremerton region The other half — vanpools, access buses for the elderly, and ferries— represent the core of the region's transit infrastructure According to the Center for Neighborhood Technology (CNT), more commuters use the Bremerton transit system than in any other small metropolitan region (with fewer than 250,000 people) in the nation In 2010 ridership reached approximately 3 9 million Jump in the Vanpool In the Bremerton region, vanpools are "almost the only decent transit solution for commuters," Hayes says Bremerton's communities are largely "suburban, and what someone from New York City would call flat -out rural," Hayes notes, adding that "a regular bus isn't going to gather anybody, [so] everyone in this region has giant vanpool programs " In stark contrast to more urban areas, where vanpool ridership continues to decline, Kitsap Transit fielded 99 vanpools and served 812 commuters in December 2010 alone To form a vanpool, neighbors and coworkers register together, designate a driver, and take a Kitsap van home with them Fares are paid in advance A website helps connect potential vanpools, and Kitsap Transit operates both a guaranteed ride home program and Smart Commuter Option Of Today, a supplemental program that allows registered vanpoolers to use Kitsap Transit –owned vehicles for personal errands during the day A partnership with the Puget Sound Naval Shipyard, the region's largest employer, boosts vanpool ridership still further The Worker /Driver program allows the shipyard to use Kitsap buses like large vanpools, driven by a military employee who doubles as a security clearance officer "The Worker /Driver program is older than Kitsap Transit, it started during World War 11 to get workers to the shipyard," Kitsap Transit Executive Assistant Cathie Knox - Browning explains The program transports 1,750 civilian and military employees to work each day on 28 buses, and resolves transit and security concerns at the same time The Green Bus Project Through a partnership with several regional transit providers and Western Washington University's Vehicle Resources Institute Kitsap Transit hopes to make reaching needy residents a lot easier —and a whole lot more fuel- effiaent With the help of the University's student engineers, a prototype lightweight, hybrid /electric or full - electric paratransit van may debut in Bremerton 'We have a real focus on access out here, because our elderly population is really distributed," Hayes says In the region's more rural areas, however, the vans can struggle Some driveways are so steep they require four -wheel drive "You can't use low -floor buses to access these areas," Hayes notes, "and wheelchair lifts take a long, long time —five to seven minutes [with each lift] " Jn2¢nn Vinq k +q 9 Q Haan Tn dROIcW transit access), Credit CNT H +T Affordability Index The so- called Green Buses would be incredibly lightweight and fuel - efficient, attaining 20 miles per gallon "For a bus," Hayes says, "that's like heaven " The vans will be able to seat 12 passengers, with room for two wheelchairs and one driver, and will be reconfigurable for up to six wheelchair spaces Best of all, they should come with adjustable suspension, making it possible to roll wheelchairs on and off the bus no matter how rough the road The Ferry Connection Kitsap Transit connects passengers to the Seattle- Bremerton and Seattle– Bainbridge Island commuter ferries, services of the Washington State Ferry System (WSF) The Seattle- Bremerton ferry served 1 8 million passengers in 2010 and the Seattle– Bainbridge Island served over 4 million— making them two of the most popular ferry routes in the state Both see a fair amount of drive -on traffic, but an astonishing number of passengers don't take their cars over the water the Bremerton ferry transported only 656,000 cars in 2010, the Bainbridge Island ferry, 1 9 million This is no surprise ferries can only carry so many cars Furthermore, WSF remains sensitive to the Puget Sound's fragile marine environment and pays special attention to ferry terminal locations, it also studies water quality around ferry wakes and makes sure all ferries have wildlife- friendly features like vibration - dampening engine attachments Fuel Efficiency State legislation helps keep Washington transit providers focused on fuel efficiency and environmental stewardship Between a Commute Trip Reduction Efficiency Act, an extensive Climate Change Policy Framework, and efforts to protect the Puget Sound, both Kitsap Transit and WSF must meet tough standards for emissions, runoff, and whale protection Vanpools don't just make sense for Bremerton's semirural communities— they're also more fuel - efficient than conventional buses Forty -foot buses burn far more fuel per mile than a passenger van Washington's ferries burn approximately 17 million gallons of diesel fuel per year, and the particulate matter they emit is considered "the leading airborne health risk in the Puget Sound," according to WSF To address the problem, WSF has started to explore the possibility of running ferries on biodiesel In initial trials, excessive amounts of fuel clogged ferry engines, but researchers hope that a combination of better filtration systems and better fuel blends will eventually reduce the ferry system's diesel dependence In the short term, WSF will implement a new drive -on vehicle reservation system Making drivers reserve a spot, rather than showing up hours early in hopes of scoring one, should streamline traffic and reduce idling emissions around ferry terminals Learn More • Learn more about Kitsap Transit and the Washington State Ferry System • Read more about how the state Department of Transportation keeps ferries environmentally friendly Check Our current rate is 4% for theaters and 5% for all other activities that sell tickets. This tax is in addition to our B &O tax and licensing requirements. In 2010, the city realized a little over $22,000 from eight payers. We have budgeted $17,000 in anticipated revenue for 2011 The following chart compares our tax rate with other Krtsap County cities - Tax 2010 B&O city Rate receipts tax Bremerton 4-5% $22,053 Yes Bainbridge Island n/a $ 0 Yes Port Orchard 1 -5% $62,120 No Poulsbo 5% Anmx $106,000 No Both the cities of Port Orchard and Poulsbo have movie multiplexes within their city limits, thus the higher admissions tax receipt. However, it is important to note that neither city has a B &O tax The City of Bremerton does not have any movie multiplexes within our jurisdiction It is finance's recommendation that we repeal the admissions tax. By doing so, the City can become more competitive in trying to attract a movie multiplex to our ,jurisdiction. If successful, and depending on the size of the multiplex, we should realize enough in new sales taxes to offset the loss in admissions tax revenue ORDINANCE NO.
