GE )TECHNICAL ENGINEERING This letter presents the results of a visual site inspection and subsurface exploration for the purpose of providing foundation recommendations for the above referenced structure. At your request the site was visited March 4, 1976 by the undersigned to visually evaluate footing excavations with respect to the design 5,000 pounds per square foot bearing pressure. A 10 to 15-foot cut into natural stratified sand,and sand and gravel existed behind the north limits of the proposed structure with the cut apparently daylighting near the southern building edge. The exposed soils along the excavation face visually appeared to be in a dense state, however, varification of this condition was not deemed feasible,particularly along the southern building line, requiring subsurface explorations and testing. Subsurface explorations and testing was accomplished on March 8, 1976 by completing two 14-foot deep borings, B-1 and B-2, at the southwest and southeast building corners, respectively, using a truck-mounted,hollow-stem auger drill rig. Sampling was accomplished at 2.5-foot depth intervals using standard penetration test (SPT) procedures. The SPT procedure consists of driving a 2-inch O.D. split spoon sampler 18 inches with a 140-pound hammer, free -falling 30 inches. The number of blows required to drive the sampler each 6 inch increment is recorded and the driving resistance for the final two increments (one -- foot) is referredto as the standard penetration resistance which is an empirical :measure of the relative density of the soil. Based on the SPT resistance an allowable design bearing pressure can be provided. 705 N.E. Green & Associates J--284 March 9, 1976 Page 2 All drilling and sampling procedures were observed by an experienced geologist from our firm who prepared a detailed descriptive log of the soils encountered in each boring. Soils encountered in borings 3-1 and B-2 consisted of medium dense to very dense, gray, fine sand with locally scattered gravel. Logs of the borings, including standard penetration resistance and soil interpretation are pre - . sensed in the attached Figures 1 and 2 Based on the results of the subsurface borings and visual footing inspection we confirm the design 5,000 psf allowable bearing pres- sure for shallow foundations. We recommend that individual and continuous spread footings designed for these pressures have a minimum width of 18 and 16 inches, respectively. All footings should have a minimum embedment or burial- depth of 16 inches below the lowest adjacent floor slab or exterior grade. We estimate the total settlement of shallow footings designed in accordance with the above recommendations to be less than 3/4 inch and differential settlements between adjacent column footings to be less than 3/8 inch. Further, the majority of such settle- ment would be instantaneous, occurring during construction and the application of dead and initial live loading. At the time of our March 4 site visit spread footings along the north building line were observed to be somewhat precariously located above adjacent continuous footing excavations. It was our recommendation at that time that these footing excavations be lowered or stepped to the adjacent lower footing elevation. Further, loose soil extending to a depth of up to 9 inches was noted within the base of various spread footings along the north building line. It was recommended that this loose soil be removed such that the base of the footings were within undis- turbed dense original soil. The above footing excavations were again inspected during our March 8 visit and were noted to be properly excavated and/or stepped into undisturbed dense soil. Basement walls and/or retaining structures (backfilled on one side only) required along the north or other building walls should be designed to resist applied lateral earth and surcharge pressures. Such retaining walls should be backfilled with clean, free -draining materials such as the granular on -site soils, placed in maximum 10-inch loose lifts and compacted to between 90 and 95 percent of modified Proctor maximum dry density as determined by ASTM D-1557-70 test procedure. Basement and retaining walls backfilled as above should be designed to resist a lateral soil pressure equal to an equivalent fluid weight of 35 pcf provided the walls are free to rotate at the top during backfilling an amount equal to approximately the height of the wall. If the top of the wall is supported during backfilling (non -yielding) such as by a structuralfloor networks or adjoining basement walls it should be designed to resist an equivalent fluid weight of 50 pcf. In addition to the lateral Robert H. Green March 9, 1976 & Associates J-284 Page 3 soil pressure the walls should be designed to resist any sur- charge pressures imposed on the backfill behind the wall within a horizontal distance equal to the height of the wall, such as adjacent floor slabs or traffic loadings. Applied lateral pressures due to surcharge loading could be approximated as a uniform pressure distributed over the entire height of the wall equal to 0.3 the equivalent surcharge pressure. The structural engineer employed by me for this job was Charles E. Kitchin � Associates, 600 Plaza 600 Building, Seattle, WA 98101, Phone: 624-5190. Mr. Kitchin is, of course, fully informed of all conditions affecting the job and he is a licensed structural engineer, although an engineer's stamp is not required by the building code when an architect's stamp is on the drawings (as per Section 301(c) of the code). I realize the building code does say that computations, etc. may be requested by the building official, but inasmuch as there was a structural engineer employed on this .job, I really can't see where this requirement should be necessary in this case. If it is I wilt, of course, request our structural engineer to send all his computations to you. But inasmuch as I am satisfied that his design is structurally sound, and my architectural stamp is on the drawings, I cannot understand why this should be necessary. We, of course, are on a building schedule whereby we would like to get this building completed as soon as possible as "time is money, etc." and would therefore request that you expedite your plan check as quickly as possible.
